Job summary

AparTechnologies Pte Ltd in Singapore is seeking a senior software leader with 10+ years in software development, engineering management, and enterprise delivery. You will drive public-sector ICT projects, ensure quality, governance, and steady delivery across the SDLC using Agile or Hybrid methodologies.

You will work with C#, SQL Server, Azure, REST APIs, and enterprise integration tools like IBM MQ/ACE, and promote secure SDLC, ISO standards, and DevSecOps practices.

Job description

• 10+ years of experience in software development,engineering management, and enterprise application delivery.
• Lead software engineering activities for publicsector ICT projects, ensuring quality, governance, compliance, and delivery.
• Strong technical expertise in C#, Microsoft SQLServer, Azure Cloud Services, and REST APIs.
• Manage the complete SDLC across Agile/Hybridmethodologies, including development, testing, deployment, and maintenance.
• Strong experience in software architecture,design governance, system integration, and technical documentation.
• Hands-on knowledge of IBM MQ and IBM App ConnectEnterprise (ACE) for enterprise application integration.
• Ensure engineering processes align with ISO9001, ISO/IEC 12207, and ISO/IEC 27001 standards.
• Drive DevSecOps, secure SDLC, vulnerabilitymanagement, risk assessment, and cybersecurity compliance.
• Oversee QA, testing, defect management,root-cause analysis, and continuous improvement activities.
• Experience with Microsoft Power BI, SQLreporting, dashboards, and operational analytics.
• Lead technical reviews and collaborate withvendors, cybersecurity, infrastructure, and QA teams.
• Public Sector project experiencepreferred; ESRI ArcGIS Enterprise/Geospatial experience and relevantBachelor's/Master's Degree are advantageous.
