Job summary

Apar Technologies Pte Ltd in Singapore seeks a senior engineering leader with 10+ years of experience in software development, engineering management, and enterprise delivery. You will steer public sector ICT programs, ensuring quality, governance, and compliant delivery across the SDLC.

Expertise in C#, SQL Server, Azure, REST, DevSecOps, and IT governance is required, with strong QA, documentation, and cross-team collaboration skills. ESRI ArcGIS experience is a plus.

Qualifications

• 10+ years of experience in software development, engineering management, and enterprise application delivery.
• Lead software engineering activities for public sector ICT projects, ensuring quality, governance, compliance, and delivery.
• Strong technical expertise in C#, Microsoft SQLServer, Azure Cloud Services, and REST APIs.
• Manage the complete SDLC across Agile/Hybrid methodologies, including development, testing, deployment, and maintenance.
• Strong experience in software architecture, design governance, system integration, and technical documentation.
• Hands-on knowledge of IBM MQ and IBM App Connect Enterprise (ACE) for enterprise application integration.
• Ensure engineering processes align with ISO9001, ISO/IEC 12207, and ISO/IEC 27001 standards.
• Drive DevSecOps, secure SDLC, vulnerability management, risk assessment, and cybersecurity compliance.
• Oversee QA, testing, defect management, root-cause analysis, and continuous improvement activities.
• Experience with Microsoft Power BI, SQL reporting, dashboards, and operational analytics.
• Lead technical reviews and collaborate with vendors, cybersecurity, infrastructure, and QA teams.
• Public Sector project experience preferred; ESRI ArcGIS Enterprise/Geospatial experience and relevant Bachelor's/Master's Degree are advantageous.
