MUN SIONG ENGINEERING LIMITED in Singapore is seeking an experienced Operations & Project Manager to lead maintenance services across multiple sites. You will plan, oversee daily operations, ensure safety, schedule adherence and budget control while coordinating manpower, equipment and subcontractors.

The role emphasizes HSE compliance, quality assurance and strong liaison with HR and clients. You will drive efficiency, monitor progress and resolve issues to minimise delays and downtime.

Responsibilities

  • Plan, manage and oversee daily maintenance service operations such as High-Pressure Water Cleaning.
  • Ensure projects are executed safely, efficiently, within budget and on schedule.
  • Coordinate manpower, equipment, materials and subcontractors.
  • Liaise with HR for manpower and training.
  • Monitor project progress, productivity and resource utilization.
  • Resolve operational and technical issues to minimise delays and downtime.
  • Ensure proper mobilisation and demobilisation of manpower and equipment.
  • Ensure proper waste handling and control according to NEA guideline.
  • Ensure quality requirements are met for all activities as per Quality Plans.
  • Maintain a strong safety culture across all maintenance activities.
  • Ensure compliance with company, client and statutory HSE requirements.
  • Conduct risk assessments, JSA, toolbox meetings and safety briefings.
  • Ensure proper implementation of Permit-to-Work requirements.
  • Investigate incidents, near misses and unsafe conditions and implement corrective actions.
  • Ensure all equipment is properly inspected, certified and maintained before use.
  • Drive safety performance and continuous improvement.
  • Plan manpower requirements based on project workload and shutdown schedules.
  • Manage supervisors, engineers, technicians, operators and general workers.
  • Monitor manpower productivity, attendance and performance.
  • Identify training and competency requirements.
  • Develop competent supervisors and operational teams.
  • Manage availability and utilisation of maintenance equipment.
  • Plan preventive maintenance, inspection and certification of equipment.
  • Control equipment repair and maintenance costs.
  • Evaluate requirements for new equipment and recommend capital investment; maintain equipment records.
  • Prepare and review project budgets, quotations and cost estimates.
  • Monitor project revenue, cost and profitability.
  • Control manpower, equipment, material and subcontractor costs.
  • Identify additional scope and variation opportunities.
  • Prepare commercial proposals for new services and equipment investments.
  • Monitor monthly financial performance against budget/forecast.
  • Identify opportunities to improve margins and operational efficiency.
  • Maintain good working relationships with key clients and plant maintenance teams.
  • Understand client requirements and identify new business opportunities.
  • Participate in technical and commercial discussions with clients.
  • Prepare proposals, presentations and technical submissions.
  • Develop opportunities for additional services and cross-selling.
  • Support tendering and contract negotiations.
  • Participate in turnaround and shutdown planning.
  • Develop manpower and equipment deployment plans.
  • Review work scopes, schedules, BQ and productivity requirements.

  • Monitor performance during turnaround and implement recovery plans when required.
  • Ensure work is carried out according to approved procedures, specifications and quality standards.
  • Review job performance and identify areas for improvement.
  • Develop standard work procedures and best practices.
  • Improve productivity through better equipment, technology and work methods.
  • Conduct post-project reviews and capture lessons learned.
  • Liaise with HR on manpower matters including recruitment, worker deployment and administration.
  • Coordinate and monitor worker training, competency development and certification requirements.
  • Ensure workers attend mandatory safety, technical and skills training.
  • Work with HR to address worker welfare, accommodation, attendance and concerns.
  • Review and approve attendance, overtime, leave and timekeeping records.
  • Ensure timely submission and approval of timesheets and overtime claims.
  • Support HR in handling performance, disciplinary and other personnel matters.
  • Monitor manpower records and ensure compliance with policies and statutory requirements.
  • Coordinate with HR and relevant departments on worker onboarding, transfer, off-boarding and movements.

  • Cleaning, Heat Exchanger Repair &Fabrication, Mechanical Decoking, Grit Blasting,
  • Coating and Painting.
  • Ensure projects are executed safely,efficiently, within budget and according to schedule.
  • Manage multiple projects/sites simultaneouslysuch as Aster Bukom, Seraya, EM ,
  • ARKEMA, NESTE, MITSUBISHI, INF etc.
  • Coordinate manpower, equipment, materials andsubcontractors.
  • Laise with HR for
  • Monitor project progress, productivity andresource utilisation.
  • Resolve operational and technical issues tominimise delays and downtime.
  • Ensure proper mobilisation and demobilisationof manpower and equipment.
