Job summary

ByteDance in Singapore seeks a Compliance Officer to lead the function for its regulated financial services activities, with a focus on CMS and MPI licensing and AML/CFT program oversight. You will collaborate with Product, Payments, Legal, Risk, Operations, and Engineering to ensure regulatory feasibility for market expansion and product launches.

The role requires strong MAS engagement experience, deep AML/CFT knowledge, and the ability to operate in a fast-paced, global tech environment.

Qualifications

Bachelor's degree in Law, Business, Finance, Economics, or a related field.
Strong compliance experience within payment institutions, capital markets services firms, banks, fintech platforms, professional services firms, or regulatory bodies, with managerial/regional level.
Deep working knowledge of Singapore's financial services regulatory framework, including PSA, SFA, MAS AML/CFT Notices and Guidelines, and MAS Technology Risk Management Guidelines.
Proven experience engaging credibly with MAS, including licensing applications, regulatory examinations, inspections, supervisory reviews, and ongoing regulatory correspondence.
Strong AML/CFT regulatory frameworks and enforcement expectations, including Singapore-specific requirements and global standards such as FATF Recommendations and Wolfsberg Principles.
Demonstrated ability to draft, implement, and maintain compliance policies, procedures, risk assessments, and regulator-facing materials at a level suitable for submission to MAS and presentation to boards of directors.
Excellent written and verbal communication skills, with the ability to articulate complex regulatory concepts to both technical and non-technical audiences across a globally matrixed organization.
Prior MAS or regulator experience; advanced compliance qualifications; CMS/MPI licensing experience; familiarity with DPT, PDPA, and data privacy considerations.
Professional certifications such as CAMS/ICA Diploma; leadership and influence in a fast-moving, global tech environment.

Responsibilities

Lead Singapore compliance coverage for licensed entities and oversee capital markets services, payment services, and other regulated activities under MAS supervision.
Own regulatory licensing strategy, including CMS and MPI license applications, renewals, and ongoing obligations.
Manage MAS engagement as primary liaison for examinations, inspections, and supervisory reviews.
Design and maintain a scalable, risk-based compliance framework aligned with global standards.
Deliver AML/CFT program oversight in line with MAS notices and guidelines.
Advise on regulatory feasibility for product and market expansions with stakeholders across functions.
Monitor regulatory developments and translate into practical policies, controls, and guidance.
Oversee third-party and partner compliance, including due diligence and outsourcing risk.
Drive compliance culture through training and clear internal communications.
Escalate significant compliance risks and provide regular reports to leadership and the board.
