Panwood is seeking a Boarding Officer to support vessel attendance and marine service operations in Singapore. The role is operational and assignment-based, with work 24/7 and no fixed daily schedule.
You will attend vessels at anchorage or port, coordinate boarding, handle documents and deliveries, and liaise with vessel masters, engineers and local authorities. Flexibility for shifts and travel within Singapore is required.
Position: Boarding Officer
The Boarding Officer is responsible for attending vessels and supporting ship agency and marine service operations in Singapore.
The role is operational and assignment-based. It is not a fixed 9:00 AM to 5:00 PM office position. As vessel movements and port operations take place 24 hours a day, 7 days a week, the Boarding Officer may be assigned to attend vessels during daytime, nighttime, weekends or public holidays depending on vessel ETA/ETD, berth/anchorage schedules and operational requirements.
Attend vessels at anchorage, berth, terminal, shipyard or other designated locations as assigned by the Company.
Coordinate boarding arrangements, launch boat movements, transport and access requirements.
Liaise with vessel Masters, Chief Engineers, crew members, shipowners, operators, suppliers, contractors and local authorities as required.
Support crew change operations, including embarkation and disembarkation arrangements.
Deliver and collect documents, spare parts, provisions, bonded stores, personal effects and other vessel-related items.
Coordinate with suppliers and contractors for delivery, repair, inspection, service and other onboard attendance.
Monitor vessel ETA, ETD, berthing, anchorage and operational schedules and respond to schedule changes.
Check that required items, documents and services are correctly delivered or completed onboard.
Obtain delivery receipts, acknowledgements, signatures, photographs and supporting documentation where required.
Report shortages, discrepancies, delays, damages, mis-supply or other operational issues immediately to the Company.
Assist with urgent vessel requests and last-minute operational changes.
Maintain proper communication with the Company before, during and after each assignment.
Submit boarding reports, receipts, delivery documents and other records promptly after completion of each job.
Handle Company property, customer information, vessel information and operational documents responsibly and confidentially.
Perform other vessel-support, marine-operation and logistics duties reasonably assigned by the Company.
This position operates within a 24/7 marine operations environment.
Work assignments are scheduled on a case-by-case basis according to vessel movements and operational requirements, rather than on a fixed daily 9:00 AM to 5:00 PM schedule.
The employee may therefore be required to:
commence or complete assignments at irregular hours;
work during evenings, nights, early mornings, weekends or public holidays;
respond to changes in vessel arrival, departure or boarding schedules;
remain contactable for confirmed or upcoming operational assignments; and
travel to ports, terminals, anchorages, shipyards, launch points, warehouses, airports or other operational locations as required.
The above does not mean continuous 24-hour working duty. Actual working hours, rest periods, overtime, rest-day work and public-holiday work will be arranged and compensated in accordance with the employee's applicable employment terms, MOM requirements and Singapore law.
The employee must be able to:
work independently during vessel attendance;
manage time-sensitive and urgent assignments;
communicate clearly with vessel personnel and external service providers;
adapt to frequent vessel schedule changes;
travel within Singapore at short notice when operationally necessary; and
comply with port, terminal, shipyard, marine safety and Company procedures.
