Job summary

UNITED OVERSEAS BANK LIMITED is seeking a Technical Delivery Manager to oversee IT application delivery, maintenance, and infrastructure setup across critical platforms including Equities Trading and digital banking systems.

You will drive end-to-end delivery, manage plans and risks, and enforce enterprise architecture, security, and regulatory standards while coordinating with architects, developers, and QA teams.

Qualifications

• Bachelor’s or Master’s degree in computer science or related discipline.
• At least 15 years in technology delivery, preferably in banking or financial services.
• Proven track record delivering large-scale transformation programs.
• Experience with SaaS/cloud implementations and mobile app development.
• Strong technical and platform expertise in trading systems, market data platforms, and cloud.
• Hands-on experience with multiple tech stacks and integration patterns.
• Familiarity with enterprise architecture, security, and regulatory standards.
• Experience managing cross-functional teams and vendor relationships.
• Preferred PMP/PRINCE2/Agile certifications (Scrum Master, SAFe).

Responsibilities

• Oversee IT application development, maintenance, delivery, and infrastructure setup.
• Lead end-to-end delivery of complex technology initiatives (e.g., Equities Trading, ETS platforms, digital banking).
• Define and manage delivery plans, milestones, dependencies, and risks.
• Drive Agile / DevOps practices aligned with UOB frameworks.
• Provide governance over solution design, architecture, and implementation.
• Coordinate with security, compliance, and regulatory requirements.
• Manage production readiness, release planning, and post-go-live stabilization.
• Lead cross-functional teams including developers, QA, and operations.
• Foster collaboration across distributed teams and vendors.
• Ensure smooth transition from project delivery to BAU/production support.
