Job summary

GovTech, Singapore's national digital transformation agency, seeks an experienced engineer to join the People’s Association (PA) as the technical authority bridging business strategy and engineering delivery. You will translate complex requirements into robust, scalable architectures and guide cross-team delivery.

The role demands seniority to hit the ground running, with focus on cloud architecture, security, and multi-platform integration.

Qualifications

• Bachelor's degree or higher in Computer Science, Information Technology, Engineering, or a related field.
• 6-12+ years of relevant software engineering experience with at least 3 years in a technical lead/principal engineer role.
• Led architecture across multiple teams or platforms and managed stakeholder relationships at agency level.
• Strong cloud architecture with hands-on AWS/Azure/GCP experience; familiarity with AWS services (ECS/Fargate, Lambda, S3, RDS, API Gateway).
• Deep understanding of microservices, event-driven architecture, API design (REST, GraphQL), and system integration patterns.
• Experience designing secure systems (identity, access management, data protection) and compliance with security standards.
• Familiarity with containerisation/orchestration (Docker, Kubernetes).
• Knowledge of DevSecOps, CI/CD pipelines, and infrastructure-as-code.
• Relational databases (MySQL, PostgreSQL) and data integration knowledge.
• Ability to review code across stacks (Node.js, React, Python) for architectural fidelity.

Responsibilities

• Define and own solution architecture across systems, platforms, and integrations.
• Lead architectural decision-making, document trade-offs, and select tech choices.
• Collaborate with product managers, engineers, UX designers, and stakeholders.
• Provide technical governance through architecture/design reviews and policy compliance.
• Coach engineers on architectural best practices and cultivate quality design thinking.
• Identify architectural risks, integration complexities, and legacy constraints; propose mitigations.
• Produce architecture artefacts — ADRs, reference architectures, integration maps.
• Shape multi-year technical roadmap and set organisation-wide standards.
• Stay current with cloud-native trends and best practices to improve PA’s technical posture.
