JOB DESCRIPTION
We are seeking an experienced and responsible Senior Safety Coordinator to support and lead
Workplace Safety & Health (WSH) activities at our Jurong Island, Singapore project and
operational sites.
The successful candidate will be responsible for ensuring that all work activities are carried out
safely and in compliance with Singapore WSH legislation, company procedures and client HSE
requirements.
Key Responsibilities
- Implement and monitor company and project WSH policies, procedures, standards and safety programs.
- Ensure compliance with applicable Singapore WSH legislation, regulations, Codes of Practice and client HSE requirements.
- Conduct regular site inspections, safety audits, safety observations and workplace risk assessments.
- Review and monitor Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements and Permit-to-Work (PTW) requirements.
- Monitor high-risk activities, including lifting operations, work at height, confined space entry, hot work, chemical handling, machinery operation and industrial maintenance activities.
- Conduct and facilitate daily Toolbox Meetings, safety briefings, safety inductions and safety awareness programs.
- Identify unsafe acts, unsafe conditions and potential hazards, and ensure timely implementation and closure of corrective actions.
- Investigate incidents, near misses, dangerous occurrences and unsafe conditions, including identification of root causes and contributing factors.
- Prepare incident reports, safety alerts and lessons-learned materials, and communicate preventive measures to the workforce.
- Monitor contractors, subcontractors, supervisors and workers to ensure compliance with approved safety procedures and site requirements.
- Intervene in unsafe work practices and exercise Stop Work Authority where necessary to prevent potential incidents.
- Coordinate emergency preparedness activities, emergency response arrangements and drills.
- Monitor housekeeping, PPE compliance, safety signage, workplace conditions and environmental control measures.
- Maintain accurate WSH records, inspection reports, training records, safety statistics and corrective-action tracking.
- Support client inspections, internal audits, external audits and regulatory inspections.
- Promote safety initiatives including 5 Basic Golden Rules, Point & Call, Near-Miss Reporting, Safety Observation, Kaizen and Safety Campaigns.
- Work closely with Project Managers, Engineers, Supervisors, Foremen and workers to identify and resolve safety issues.
- Provide professional WSH advice and practical safety solutions to management and site personnel.
- Monitor and follow up on safety performance and ensure timely completion of identified improvement actions.
- Promote a strong Safety-First Culture, worker engagement and continuous improvement in overall workplace safety performance.
Experience
- Minimum 10 years of relevant Workplace Safety & Health (WSH) experience.
- Experience in process plant, petrochemical, chemical, industrial maintenance or construction environments will be an advantage.
- Jurong Island / process-industry experience is preferred.
SKILLS
- Strong knowledge of Singapore Workplace Safety & Health (WSH) legislation, regulations and requirements.
- Excellent knowledge and practical experience in Risk Assessment (RA), Safe Work Procedures (SWP), Method Statements and Permit-to-Work (PTW) systems.
- Experienced in conducting workplace inspections, safety audits, safety observations and risk assessments.
- Strong knowledge of lifting and rigging, work at height, confined space, hot work, chemical handling and industrial maintenance activities.
- Competent in incident, near-miss and unsafe-condition investigation, including root-cause analysis and implementation of corrective and preventive actions.
- Strong ability to conduct Toolbox Meetings (TBM), safety briefings, safety inductions and safety awareness campaigns.
- Good knowledge of emergency preparedness, fire safety and emergency response procedures.
- Strong contractor and subcontractor safety management skills.
- Excellent communication, leadership, coordination and interpersonal skills.
- Able to communicate and work effectively with workers, supervisors, engineers, contractors, clients and management.
- Good documentation and report-writing skills, including safety, inspection and incident reports.
- Proficient in Microsoft Word, Excel and PowerPoint.
- Strong problem-solving and decision-making skills, with a proactive approach to hazard identification and risk reduction.
- Able to work independently and effectively as part of a multidisciplinary team.
- Strong commitment to promoting a Safety-First Culture and continuous improvement.
Qualification
- WSH Coordinator qualification through the Advanced Certificate in Workplace Safety and Health (Level B).
