Job summary

Beca Carter Hollings & Ferner (S.E. Asia) Pte Ltd is seeking an experienced Senior M&E Resident Engineer to join one of our major projects in Singapore.

You will report to the Project MEP Construction Director and lead the on-site supervision team. You will manage up to ten Resident Technical Officers, coordinate with the Client’s PM team, and ensure timely delivery while maintaining quality and safety standards.

Qualifications

• Degree in Mechanical or Electrical Engineering recognized by the Professional Engineers Board of Singapore.
• Registered Resident Engineer with IES will be an added advantage.
• Minimum 10 years’ experience as a Resident Engineer/ in M&E site supervision on local building projects.
• Experience supervising Mechanical/Electrical/Building Services installations for local Hospital/Healthcare/Institution/Commercial developments is advantageous.
• Strong knowledge of local codes, regulations, quality control, and progress reporting.

Responsibilities

• Lead the M&E Resident Technical Officers to monitor, supervise and inspect works as directed by Client and Consultant Team.
• Plan rosters aligned with contractor schedules, ensuring continuous site supervision and leave management.
• Guide the M&E team and report observations to the Consultant Team.
• Collaborate with the Consultant Team for issue resolution and maintain proper records.
• Assist the Job Manager with technical and design issues at site and review drawings for discrepancies.
• Review approved shop drawings and ensure works comply with plans and specifications.
• Ensure compliance with authority regulations and safety standards.
• Attend and lead site meetings, inspections, FAT, ICT, testing and commissioning.
• Oversee site records and documentation for audit and handover.
• Provide leadership to the site supervision team to uphold quality and delivery standards.

Job description

The Opportunity

We have an exciting opportunity for an experienced Senior M&E Resident Engineer (RE) to join one of our major projects in Singapore.

About You

You will report to our Project MEP Construction Director. Together with a second Senior RE and the Construction Director, you will collectively lead Beca site supervision team for the project. You will be full time on site working a 5 ½ day week. You will personally manage a team of up to ten Resident Technical Officers (clerk-of-works) to monitor the Contractor’s quality of work and general progress. You will meet regularly with the Client’s Project Management team to report on work status and help manage technical construction delivery challenges.

Responsibilities

• Lead the M&E Resident Technical Officers to monitor, supervise and inspect works as directed by Client and Consultant Team.
• Plan and administer supervision rosters aligned with contractor schedules, including coverage planning and leave management to ensure continuous site supervision Perform hands-on supervision and step in as RTO where necessary to maintain operational continuity Roster planning to include regular site checks on top of the inspection requests.
• To have the knowledge and experience to lead and guide the M&E Resident Technical Officers and report any observations found on site that are not acceptable and report to Consultant Team.
• Work together with the Consultant Team for resolution and to keep proper records of such observations for proper closure.
• Assist the Beca Job Manager with technical and design issues at site and report issues to Job Manager Check through construction drawings and highlight any discrepancies found between or within the same disciplines prior to the commencement of installation works.
• Reviewed approved shop drawings, conduct site inspections and monitoring to ensure that works are carried out in accordance with approved plans and specifications.
• Ensure compliance with authority regulations, safety standards,
• Resolve all site issues and ensure timely completion of the project.
• Attend and lead coordination in site meetings, inspections, FAT, ICT, testing and commissioning activities
• Oversee and ensure completeness of site records, inspection reports, and documentation for audit and handover purposes
• Provide leadership and guidance to site supervision team to uphold quality, safety, and delivery standards

Key Requirements

• Degree in Mechanical or Electrical Engineering recognized by the Professional Engineers Board of Singapore
• A registered Resident Engineer with IES will be an added advantage
• Minimum 10 years’ experience as a Resident Engineer/ in M&E site supervision on local building projects
• Experience in supervision of Mechanical / Electrical / Building Services installation for local Hospital / Healthcare / Institution / Commercial Developments (such as Hotel, Mixed Development, etc.) would be added advantage
• Strong knowledge of local codes and regulations, quality control procedures, construction administration, and submission of progress reports.
• Able to resolve site and technical issues, prepare and document detailed site progress reports and respond to technical questions
• Good supervisory and leadership skills with, with experience in leading a team of Resident Technical Officers / Resident Engineers
• Good communication and stakeholder management skills across contractors, consultants and clients
