Job summary

A-STAR TESTING & INSPECTION (S) PTE. LTD. in Singapore seeks an experienced Civil/Structural Engineer to lead supervision on major construction projects, ensuring safety, quality and timely delivery.

You will manage a supervision team, coordinate with CLIENT, QP(S), QP(Geo) and project consultants, and uphold PSSCOC contract administration on site. Strong leadership and rostering skills are essential, with familiarity in Aerodrome-related procedures preferred.

Qualifications

• Minimum 10 years of relevant civil/structural experience, with at least 8 years on large projects.
• PEB-recognized Civil & Structural Engineering degree.
• Accreditation with JAC-IES and ACE Singapore.
• Experience leading supervision teams; ensure welfare and compliance with schedules.
• Experience in Temporary and Permanent Works design resolution with QP/D/QP(S).
• Proficient in contract administration with PSSCOC.
• Past project leadership for supervision teams; strong safety focus.
• Knowledge of site safety, quality control, and progress reporting procedures.
• Strong supervision and leadership skills.
• Familiar with Workplace Safety & Health Manual; keep updated with revisions.
• Knowledge of Aerodrome Manual and Airside works procedures preferred.

Responsibilities

• Manage the Supervision team to monitor, supervise and inspect works as directed by CLIENT, QP(S), QP(Geo) and/or project consultants.
• Plan rostering and duties based on contractor schedules; ensure welfare of personnel on site.
• Work with QP(D)/QP(S) to resolve design and technical issues arising from Temporary and Permanent Works.
• Maintain contract administration with Public Service Sector Conditions of Contract (PSSCOC).
• Ensure compliance with all relevant Acts and Regulations on site and deliver progress reports.

Job description

Key Requirements:

a. Minimum 10 years of relevant experienceas a civil C structural engineer, of which at least 8 years on projectssimilar in size and complexity; in particular major construction works in buildings, structural steel works and drainage.

b. Possess a Civil and Structural Engineering degree recognized by the Professional Engineers Board of Singapore.

c. Be accredited with the Joint Accreditation Committee ofthe Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.

d. Manage the Supervision team to monitor,supervise and inspectworks as directedby CLIENT, QP(S), QP(Geo) and/or theproject consultants, including planning the roster shift dutiesbased on the work schedules of the contractors and ensure the welfare of the personnel reporting to him is well taken care of. The shift rostershall comply with all relevant Acts and Regulations.

e. Work with the QP(D) / QP(S) to resolve all design and technical issues arising from the construction of Temporary Works and PermanentWorks.

f.Proficient in contract administration with Public Service Sector Conditions of Contract (PSSCOC).

g. Past project experience in leading supervision teams in projects of similar nature. He/she must demonstrate proven commitment to safety andhealth on site, possess excellent leadership qualities, organizational and inter-personal skills.

h. Conversant with statutory code andrequirements for site supervision, quality control procedures, construction administration and submission of progress report.

i.Possess strong supervision and leadership skills.

j. Conversant with all procedures in the Workplace Safety C Health Manual. To make conscious effort to beconstantly updated on any subsequent revisions to the above-mentioned manuals,procedures, and all applicable airportcirculars.

k. Knowledgeable in Aerodrome Manual, “Airside works Procedures Manual”, Airport Operational and Safety (AOS)requirements” is preferred.
