Job summary

NMS Scaffolding in Singapore is seeking a contract/claims support professional to help administer contracts in line with obligations and cost controls. The role covers pre-tender activities, tender clarifications, subcontractor coordination and documentation control for project delivery.

The candidate will liaise with project teams, consultants and suppliers to ensure timely submissions, accurate quantities, and compliant progress claims, while aligning with project schedules and budgets.

Responsibilities

• Assist project teams by ensuring contracts are administered per obligations and cost goals.
• Perform pre-tender activities for trade packages, conduct site show rounds and verify tender docs.
• Seek clarifications from consultants on scope discrepancies; replace addendum drawings and BQ pages.
• Obtain quotations from trades and track submission progress.
• Take quantities from BQ and detailed Excel breakdowns.
• Review tender pricing with contract manager and understand project schedule, margins and discounts.
• Highlight deviations in tender docs and letters of appointment.
• Attend project kick-off meetings and brief the scope to the project team.
• Arrange insurance, factory licences, bonds and pre-construction items.
• Support contract management to ensure contractual obligations and cost controls.
• Submit VO costs timely; manage monthly progress claims and final accounts.
• Communicate payment status with clients; certify subcontractor claims by progress.
• Coordinate sample submissions and attend consultant meetings with the Project Manager.
• Negotiate with suppliers and appoint specialist subcontractors per trade.
• Prepare warranty submissions as per contract terms and ensure as-built drawings and OM manuals.

• Carries out pre-tender activities in the award of trade packages by conducting site show round and ensuring the completeness of tender drawings/documents;
• Seeks clarifications with the respective consultants regarding discrepancies in the scope of work and drawings; replace all addendum drawings and BQ pages after clarifications;
• Seeks quotation from the respective trades and follows up on submission of quotations;
• Takes up quantity as per BQ and the detailed breakdown in the Excel sheet;
• Reviews tender pricing with contract manager; understands the project schedule, profit margin and goodwill discount; attends tender interviews; goes through tender reply with contract manager and prepares reply accordingly;
• Reviews letter of appointments, contract drawings and documents and to highlight any deviation from the tender;
• Attends project kick off meetings and brief the scope of works with project team and management;
• Makes arrangements for insurance/factory licence/bond/pre-construction

• Ensures the timely submission of VO cost on day to day or weekly basis and communicates with the project manager; timely submission of monthly progress claims; final account closing;
• Submits the progress claim on monthly basis;
• Follows up effectively on payment certificate and payment with the clients;
• Certifies sub-contractors claims based on site progress and quantity;
• Requests for AI/EI with the respective consultants;
• Attends internal and external project closure meetings with consultants;
• Submits the warranty based on contractual terms;
• Ensures submission of as built drawings and OM manual;
• Follows through with the landlord on refund of fit out deposit;
• Any other duties as may be assigned survey, fit out deposit if required;
