Job summary

SPECON CONTRACTOR PTE. LTD. is seeking an on-site contract professional in Singapore to support the contract manager in administering contractual obligations and cost controls across projects.

The role involves pre-tender activities, site rounds, clarifications with consultants, and ensuring complete tender drawings and documents for timely submissions. You will engage with suppliers, review tender pricing, attend kickoff and closure meetings, and coordinate insurance, licenses, bonds, and site

Responsibilities

• Assists contract manager in administering contracts in line with obligations and cost controls.
• Supports pre-tender activities, conducts site show rounds, and ensures tender drawings/documents are complete.
• Clarifies scope discrepancies with consultants; updates addendum drawings and bill of quantities.
• Solicits quotations from trades and tracks submission timelines.
• Reviews tender pricing, understands project schedule and margins; participates in tender interviews.
• Attends project kickoff meetings to brief scope with the project team.
• Coordinates insurance, licences, bonds, and pre-construction surveys as needed.
• Facilitates sample submissions and internal/external project closure meetings.

Job description

• Assists the contract manager in providing effective support to project management teams by ensuring that the contracts are administered in accordance with contractual obligations and effective cost management strategies;
• Carries out pre-tender activities in the award of trade packages by conducting site show round and ensuring the completeness of tender drawings/documents;
• Seeks clarifications with the respective consultants regarding discrepancies in the scope of work and drawings; replace all addendum drawings and BQ pages after clarifications;
• Seeks quotation from the respective trades and follows up on submission of quotations;
• Takes up quantity as per BQ and the detailed breakdown in the Excel sheet;
• Reviews tender pricing with contract manager; understands the project schedule, profit margin and goodwill discount; attends tender interviews; goes through tender reply with contract manager and prepares reply accordingly;
• Reviews letter of appointments, contract drawings and documents and to highlight any deviation from the tender;
• Attends project kick off meetings and brief the scope of works with project team and management;
• Makes arrangements for insurance/factory licence/bond/pre-construction survey, fit out deposit if required;
• Follows up on making arrangements for sample submission;
• Attends consultant meeting with Project Manager;
• Negotiates with the respective supplier and appoints the specialist sub-contractors based on trade;
• Ensures the timely submission of VO cost on day to day or weekly basis and communicates with the project manager; timely submission of monthly progress claims; final account closing;
• Submits the progress claim on monthly basis;
• Follows up effectively on payment certificate and payment with the clients;
• Certifies sub-contractors claims based on site progress and quantity;
• Requests for AI/EI with the respective consultants;
• Attends internal and external project closure meetings with consultants;
• Submits the warranty based on contractual terms;
• Ensures PM’s submission of as built drawings and OM manual;
• Follows through with the landlord on refund of fit out deposit;
• Any other duties as may be assigned
