Job summary

GovTech is seeking an experienced Product Manager to advance learning and capability development for public-sector digital learning. You will work with Digital Academy and practitioners to convert professional standards into practical, measurable learning experiences that improve product team effectiveness.

Qualifications

• 7+ years of experience in Product Management or technology.
• Background in Computer Science or related field.
• Takes initiative, navigates ambiguity and turns ideas into action.
• Data-driven with focus on outcomes and impact.
• Builds trusted, cross-functional relationships and influences stakeholders.
• Creative storyteller who communicates clearly and inspires learning.
• Experience in capability development, learning design or partnerships is a plus.

At GovTech, we want to reimagine how Product Management and Product Operations professionals learn, practise and grow - moving beyond traditional courses to practical experiences that build real capabilities.

We're looking for an experienced Product Manager who combines strong product thinking, technical confidence, creativity and a passion for developing people. You'll work with Digital Academy, practitioners, industry experts and other partners to turn professional standards into meaningful learning experiences and measurable improvements.

What you will be working on

1. Build Capability Pathways That Matter
   • Translate Product Management and Product Operations career schemas into differentiated learning pathways, practical assessments and workplace experiences.
   • Use proficiency data, practitioner feedback and emerging industry needs to identify and prioritise capability gaps.
   • Partner with Digital Academy to co-design learning tailored to different proficiency levels, career transitions and real product challenges.
2. Reimagine Learning Through Partnerships
   • Experiment with product clinics, mentoring, peer learning, simulations and AI-enabled learning experiences.
   • Bring real product experience into learning through case studies, storytelling and hands-on challenges.
   • Collaborate with Community Managers, industry experts, other Practices and learning partners to make learning engaging, accessible and relevant.
3. Drive Execution and Measurable Outcomes
   • Lead capability initiatives from planning to delivery, managing stakeholders, budgets, timelines and operational requirements.
   • Co-own an outcome-based capability scorecard with Digital Academy, tracking proficiency gains, workplace application, product-team effectiveness and value for money.
   • Use evidence to continuously improve, scale or discontinue initiatives based on results.

What we are looking for

1. Strong product and technical foundation: At least 7 years of relevant experience in Product Management or technology, with a background in Computer Science or a related field. Understands Product Management and Product Operations.
2. Self-starter and problem solver: Takes initiative, navigates ambiguity, challenges assumptions and turns ideas into action.
3. Data-driven and outcome-focused: Uses evidence to make decisions, measure impact and improve effectiveness.
4. People person and strong collaborator: Builds trusted relationships, influences stakeholders and brings partners together.
5. Creative storyteller: Simplifies complex concepts, communicates clearly and inspires people to learn and apply new skills.
6. Positive and growth-oriented: Curious about technology and AI, enthusiastic about experimentation and committed to continuous improvement.
7. Experience in capability development, learning design, programme management or industry partnerships is an advantage.
