Job summary

GovTech Singapore is seeking a Lead Product Manager/Senior Product Manager to drive a large-scale transformation initiative for the Skills and Workforce Development Agency (SWDA). This role will lead cross-functional teams in uncovering user and operational pain points and innovating on training provider experiences.

[About the role]

We are looking for a Lead Product Manager/Senior Product Manager to be embedded in the new statutory board, Skills and Workforce Development Agency (SWDA), which strives to strengthen the ecosystem of training, career and employment services providers by raising quality standards, spurring innovation, and fostering collaboration to deliver new workforce solutions. This role will drive a large-scale transformation and modernisation initiative for training providers, and rethink how their experience from course application, course delivery and grants management, could evolve.

[What you will be working on]

• Lead discovery and transformation efforts with cross-functional teams to uncover user, operational, policy, and technology pain points and shape future-state journeys for training providers and internal users.
• Work closely with product managers, designers and software engineers to translate discovery findings into concrete problem areas to prioritise and modernise in phases, while considering co-existing with legacy systems.
• Mitigate risks and validate ideas through rapid prototyping and POCs.
• Define and track appropriate metrics to measure success of product decisions.
• Balance between development of new capabilities, migration of re-usable components, and maintenance of existing tools, while ensuring stakeholder alignment and operational continuity.
• Actively uncover opportunities to leverage AI to enhance the team’s and organisation’s capabilities and users’ experience.

• 8+ years of experience in Product Management, Digital Transformation, Enterprise Platforms, or related roles.
• Experience leading complex discovery or modernisation initiatives involving enterprise or operational systems.
• Strong systems thinking and ability to navigate ambiguity and organisational complexity.
• Excellent stakeholder management skills, to influence senior business leaders and collaborate with cross-functional teams to undertake business process transformation.
• Validated leadership ability, to lead product teams to rapidly iterate and solve problems.
• Deep technical capabilities and communication skills, to work effectively with design and engineering teams.
• Keen product intuition, to identify high-potential opportunities and place strategic bets.
• Strong analytical skills, to synthesize product metrics and user feedback into actionable insights.
