Job summary

GovTech Singapore is seeking a Lead Product Manager/Senior Product Manager embedded in SWDA to shape a suite of career and training products. You will own discovery, strategy and experimentation, aligning policy, operations, technology and users to deliver impactful solutions.

Lead a diverse team of PMs, designers and engineers, drive user-centric design, define metrics, and explore AI-enabled improvements to help Singaporeans navigate the evolving job market.

Qualifications

• 8+ years of product management experience with large digital initiatives.
• Excellent stakeholder management and ability to influence senior leaders.
• Comfort with ambiguity and leading teams to rapid iteration.
• Proven leadership to guide PMs, designers and engineers.
• Strong technical communication with design/engineering teams.

What you will be working on

We are looking for a Lead Product Manager/Senior Product Manager to be embedded in the new statutory board, Skills and Workforce Development Agency (SWDA), which will enable Singaporeans to take purposeful actions to stay adaptable and resilient in a fast-changing and uncertain economy. This role will lead discovery, strategy and experimentation efforts for a suite of products to rethink how individuals could strengthen their career health, and make better training and career decisions that support their career goals.

Responsibilities

• Develop the product vision, strategy for SWDA’s suite of products for individuals, with buy-in from senior stakeholders.
• Galvanise actions from internal stakeholders (policy, operations, technology) and individuals (actual users of products) to execute the product strategy.
• Lead a team of product managers, designers and software engineers to rapidly discover problems (e.g. user research, user testing), efficiently mitigate risks (e.g. prototypes, experiments, POC, POV) and reliably deliver solutions (e.g. frequent uncoupled releases).
• Drive user advocacy by designing a great user experience and executing a robust go-to-market strategy.
• Define and track appropriate metrics to measure success and support product decisions.
• Balance between development of new capabilities, migration of re-usable components, and maintenance of existing tools, while ensuring stakeholder alignment and operational continuity.
• Actively uncover opportunities to leverage AI to enhance the team’s and organisation’s capabilities and users’ experience in navigating the fast changing job market.

What we are looking for

• 8+ years of product management experience, with proven success driving large-scale transformation of complex digital initiatives (consumer-facing or enterprise-level systems preferred).
• Excellent stakeholder management skills, to influence senior business leaders and collaborate with cross-functional teams.
• Comfort in ambiguity, to discern the highest leverage problems to solve in a complex, constantly changing environment.
• Validated leadership ability, to lead product teams to rapidly iterate and solve problems.
• Deep technical capabilities and communication skills, to work effectively with design and engineering teams.
• Keen product intuition, to identify high-potential opportunities and place strategic bets.
• Strong analytical skills, to synthesize product metrics and user feedback into actionable insights.
