Job summary

The People’s Association seeks a Senior Principal Engineer (Mechanical & Electrical) to act as the division’s principal technical authority for M&E engineering. You will direct the M&E function across community infrastructure, setting design standards and quality benchmarks to ensure safe, functional building systems throughout development and upgrading programmes.

You will lead end-to-end delivery as Project Lead on complex initiatives such as integrated developments and community hubs,

Qualifications

Job description

What the role is:

The Senior Principal Engineer (Mechanical & Electrical) serves as the Division's principal technical authority on mechanical and electrical (M&E) engineering, directing the M&E engineering function across PA's community infrastructure portfolio and setting the technical direction, standards, and quality benchmarks that ensure safe, functional, and compliant building systems across all building development and upgrading programmes. The role leads the end-to-end delivery of complex projects such as integrated developments and community hubs as Project Lead, and builds M&E engineering capability across the Division to ensure PA's community spaces are delivered safely, sustainably, and to a high standard in support of PA's mission of fostering social cohesion and community bonding.

What you will be working on:

• Provide strategic M&E technical advisory to project teams across all Division projects, reviewing M&E drawings, consultant submissions, and technical specifications to ensure compliance with regulatory requirements, codes of practice, and PA's design standards, so that community infrastructure is safe, functional, and fit for purpose.
• Lead quality assurance and quality control for M&E works by conducting regular and ad hoc site inspections, assessing workmanship and materials against approved specifications, and directing corrective actions to maintain construction quality across all project sites.
• Establish and maintain M&E engineering standards and guidelines for the Division, including reviewing and updating design briefs, technical benchmarks, and standard specifications to reflect current best practices and regulatory requirements.
• Lead complex integrated development projects as Project Team Lead when directed by the Director, overseeing the full project lifecycle from planning, design, procurement, and construction through to handover, managing project teams including Project Managers, consultants, and contractors to deliver projects on time, within budget, and to quality standards.
• Manage M&E consultant and contractor performance, evaluating submissions, assessing variation orders and claims, and resolving technical disputes to ensure contractual obligations are met and value for money is achieved.
• Lead technical risk assessment and mitigation advice by identifying M&E-related risks/issues across projects, recommending engineering solutions, and escalating critical issues to the Director to safeguard project outcomes and PA's assets.
• Drive to capability development within the Division by sharing M&E technical knowledge with project teams, supporting less experienced officers in understanding M&E systems, and promoting a culture of technical excellence and continuous improvement.

What we are looking for:

Education/ Qualifications

Registration as a Professional Engineer (PE) in the branch of Mechanical or Electrical Engineering with Professional Engineers Board (PEB).

Experience

Minimum - 12 years working experience in related infrastructure/ building field with good knowledge of architectural design, space planning, project management, building regulations, construction.

Desired - More than 15 years of relevant experience in mechanical and electrical engineering, including experience leading M&E engineering functions or serving as Project Lead for complex projects such as integrated developments, community hubs, or large-scale public infrastructure
