Job summary

People's Association in Singapore is seeking a Senior Manager (Building) to lead end-to-end delivery of Community Club/Centre projects and related PA development works. You will coordinate multidisciplinary teams, ensuring safety, quality, and on-time completion while aligning with PA’s mission to foster social cohesion and community bonding.

The role requires strong design, space planning, and project management skills, with experience in architecture/building projects and stakeholder

Qualifications

• Minimum 5 years in infrastructure/building field with knowledge of design and project management.
• Desired 7+ years including community/public institutional projects and coordination with multidisciplinary consultants and stakeholders.

Responsibilities

• Manage the full project lifecycle from planning, design, tender to construction, handover and closure.
• Review and align building designs with stakeholders and coordinate with partners to meet residents' needs.
• Lead and manage project teams across architecture, civil & structural, M&E, environmental and interior design.
• Oversee multi-disciplinary consultants to ensure projects meet schedule, budget and quality targets.
• Monitor project status and submit progress reports to management and stakeholders; secure funding when needed.
• Ensure compliance with government procedures and PA policies throughout all phases, archiving documents for audit.

Job description

The Senior Manager (Building) manages the planning, design, and construction of assigned new and upgrading Community Club/Centre projects and other PA development works, ensuring that community spaces are safe, functional, and conducive for residents to meet and bond. The role is responsible for end-to-end project delivery, coordinating with multidisciplinary consultants, contractors, and stakeholders to ensure projects are completed on time, within budget, and to quality standards. Through sound governance and stakeholder coordination, the role contributes directly to PA's mission of fostering social cohesion and community bonding.

What you will be working on

• Manage the full project lifecycle (from planning, design, and tender through to construction, handover, and closure) for new and upgrading Community Club/Centre (CC) projects and other PA development works, ensuring delivery meets PA's objectives, functional requirements, and quality standards.
• Review and align building designs (such as overall building design, common space, interior design, etc.) with relevant stakeholders such as Advisers, Grassroot Leaders, BFC, CCMC, etc. and coordinate with co-locating partners to project vision in developing synergetic and complementary facilities to meet the needs of residents in standalone CC or complex co-located community projects during Design and Construction stage.
• Lead and manage project teams for the design, implementation of community infrastructure building and upgrading projects from design to completion including defects liability periods, handing over of required documents to FM, DPIPs and finalization of project accounts.
• Oversee and give direction to appointed team of multi-discipinary consultants comprising professionals in project management, architectural, civil & structural, mechanical & electrical, environmental, interior design and etc. to ensure assigned projects complete within schedule & approved budget to meet the projects’ strategic, design, quality and operational objectives.
• Monitor the overall status of projects, submit progress updates, and ensure timely submission of status reports to management and stakeholders, including seeking funding approvals for building and upgrading programmes where required.
• Work with internal stakeholders on Design Briefs for new and upgrading of CCs. Procure/appoint Consultants & Contractors for building/upgrading programmes and projects, as well as the necessary predevelopment services/works such as topographic and site surveys and soil investigation etc.
• Ensure compliance with Government and financial procedures and PA internal policies throughout all project phases, oversee proper project closure and handover of project documents to internal stakeholders, and maintain full archiving of essential data, financial records, and regulatory approvals for audit and future reference.

What We Are Looking For

The minimum qualification and experience profile required by the job-holder to perform on the job:

Education/ Qualifications

• Minimum - Professional Certification in Architecture, Building or Project Management or Engineering or equivalent.
• Desired - Additional Tier 2: Lead certification or higher from Digital Delivery Management (DDM) Accreditation Scheme by buildingSMART Singapore, or equivalent certification recognised by PA, together with relevant practical experience as determined by PA.

Experience

• Minimum - 5 years working experience in related infrastructure/ building field with good knowledge of architectural design, space planning, project management, building regulations, construction
• Desired - More than 7 years of working experience in a related infrastructure or building field, including experience managing community, public, or institutional building projects and coordinating with multidisciplinary consultants and multiple stakeholders, with good knowledge of architectural design, space planning, project management, building regulations, and construction

• Possess flair in design and able to conceptualise ideas and space planning with presentation drawings.
• Must have strong organisational, conceptualisation and inter-personal skills.
• Able to work independently with good time management and able to multi-tasks.
• Resourceful and able to work well in teams and lead the team towards achieving specific goals.
• Knowledge of contract administration and project management.
• Knowledge of AutoCAD and Revit Adobe Photoshop, SketchUp and rendering software is an added advantage.
• Knowledge in construction project and contract administration, relevant Singapore Standards, Codes of Practices and regulatory guidelines.
• Knowledge of Game Changing Technology (such as PPVC, CLT) is an added advantage.
