Job summary

The Senior Principal Engineer (Civil & Structural) at People’s Association serves as the division's principal technical authority, directing the C&S engineering function across PA's community infrastructure portfolio and setting technical direction, standards, and quality benchmarks.

You will lead end-to-end delivery of complex projects such as integrated developments and community hubs, build capability across the division, and ensure safety, sustainability, and high standards in line with PA's

Qualifications

• Must hold PE registration in Civil Engineering with Professional Engineers Board (PEB).
• Minimum 12 years of infrastructure/building experience.
• Desirable 15+ years leading C&S functions or major projects.

Job description

What the role is:

The Senior Principal Engineer (Civil & Structural) serves as the Division's principal technical authority on civil and structural (C&S) engineering, directing the C&S engineering function across PA's community infrastructure portfolio and setting the technical direction, standards, and quality benchmarks that ensure structural safety, engineering excellence, and regulatory compliance across all building development and upgrading programmes. The role leads the end-to-end delivery of complex projects such as integrated developments and community hubs as Project Lead, and builds C&S engineering capability across the Division to ensure PA's community spaces are delivered safely, sustainably, and to a high standard in support of PA's mission of fostering social cohesion and community bonding.

What you will be working on:

• Provide strategic C&S technical advisory across all projects undertaken by the Division, guiding Project Teams on structural design principles, engineering standards, and best practices to improve the quality and safety of Community Centre and integrated development projects.
• Oversee the review and evaluation of structural drawings and consultant submissions, assessing their technical adequacy, compliance with relevant codes and regulations, and alignment with project requirements, and providing clear recommendations to Project Teams and the Director.
• Direct site inspections and quality assessments of C&S-related site works across PA's building and upgrading projects, identifying non-conformances, issuing technical directives, and ensuring corrective actions are implemented to maintain construction quality and structural safety.
• Lead project teams as Project Team Lead for complex projects such as integrated developments and community hubs as directed by the Director, overseeing the full project lifecycle from planning and design through to construction, handover, and account finalisation, and ensuring delivery within schedule, budget, and quality parameters.
• Establish and maintain C&S engineering standards and guidelines for the Division, developing technical frameworks, standard specifications, and quality assurance protocols to strengthen governance and consistency across all projects.
• Engage and manage consultants and contractors on C&S engineering matters, evaluating their technical proposals, monitoring performance, and resolving complex technical disputes or issues to safeguard PA's interests.
• Drive governance and compliance by ensuring all C&S works comply with relevant authorities' requirements, Singapore Standards, Codes of Practice, and PA's internal procurement and financial procedures, and assisting in audits as required.
• Build C&S capability within the Division by sharing technical knowledge, mentoring Project Managers on engineering matters, and keeping abreast of industry developments, emerging construction technologies, and regulatory changes relevant to PA's infrastructure portfolio.

What we are looking for:

Education/ Qualifications

Registration as a Professional Engineer (PE) in the branch of Civil Engineering with Professional Engineers Board (PEB).

Experience

Minimum - 12 years working experience in related infrastructure/ building field with good knowledge of architectural design, space planning, project management, building regulations, construction.

Desired - More than 15 years of relevant experience in civil and structural engineering, including experience leading C&S engineering functions or serving as Project Lead for complex projects such as integrated developments, community hubs, or large-scale public infrastructure.
