Job summary

China Harbour (Singapore) Engineering Company Pte. Ltd. seeks an experienced Senior Public Relations Officer to manage PR for a major LTA civil infrastructure project.

You will handle stakeholder engagement, feedback and complaints, and ensure clear communication among project teams, authorities and communities. The role requires a Diploma/Degree in PR or related fields, 5–8 years of PR/stakeholder experience in construction, and proficiency in MS Office.

Qualifications

• Diploma or degree in Public Relations, Communications, Civil Engineering, Construction Management or related discipline.
• 5–8 years of relevant experience in public relations, stakeholder engagement or community relations within construction.
• Minimum 5 years of hands-on PR experience in LTA projects in Singapore.
• Proven experience handling public complaints and coordinating with government agencies.
• Familiarity with LTA project requirements and PR procedures.
• Proficient in MS Office applications (Word, Excel, PowerPoint).
• Strong communication, interpersonal, coordination and problem-solving skills.
• Able to work independently and manage multiple stakeholders under pressure.
• Experience in road viaduct projects is advantageous.

Responsibilities

• Manage and resolve public complaints, enquiries and feedback from construction activities.
• Act as the main contact between project team, residents, businesses, stakeholders and authorities.
• Liaise with government agencies to facilitate project execution.
• Conduct site visits and stakeholder engagement sessions as required.
• Coordinate with construction team and subcontractors to address public concerns.
• Maintain records of public feedback and ensure timely closure of cases.
• Prepare weekly updates, monthly PR reports and presentations.
• Attend project progress meetings, stakeholder meetings and community activities.
• Plan PR programmes, community outreach and stakeholder engagement initiatives.
• Identify potential PR issues and recommend mitigation measures.
• Ensure PR activities comply with LTA project requirements and procedures.
• Perform other project-related duties as assigned.
