Job summary

Sembcorp Specialised Construction is seeking an onsite HSE leader to enforce safety and environmental standards across projects. You will mentor junior staff, implement HSE management systems, and ensure compliance with regulatory requirements.

You will hold responsibilities as a Workplace Safety and Health Officer (WSHO) and Environmental Control Officer (ECO), conducting inspections, risk reviews, and training to drive a safe work culture.

Qualifications

• Experience implementing ISO 45001 & ISO 14001 in projects.
• Proficient in MS Office applications and reporting.
• Strong knowledge of WSH & environmental regulations.

Responsibilities

• Plan, implement and monitor worksite HSE management systems.
• Conduct HSE inspections and audits for compliance.
• Identify hazards and recommend corrective actions.
• Advise project management on compliance issues and solutions.
• Prepare safety inductions for all project personnel.
• Ensure permit to work systems are followed.
• Investigate incidents to determine causes and preventive measures.
• Provide WSH training and education to employees.
• Assist in evaluating safety-related supplies/equipment.
• Assist in vendor HSE criterion evaluations.
• Drive safety campaigns and engagement programs.
• Maintain records of HSE documents.
• Liaise with authorities to ensure legal compliance.
• Promote a culture of safety within the organization.
• Handle ad-hoc management directives.

Purpose and Scope

Lead HSE enforcement onsite while mentoring junior staff, fulfilling responsibilities as both Workplace Safety and Health Officer (WSHO) and Environmental Control Officer (ECO).

Key Roles and Responsibilities

• Responsible for planning, implementing and monitoring the worksite’s HSE management system
• Conduct regular HSE inspections and audits to ensure compliance with HSE regulations.
• Identify potential hazards and recommend corrective actions including the review of risk assessments
• Advise project management of compliance issues, recommend solutions and assure problems are resolved.
• Prepare and plan safety induction course for all project personnel.
• Ensuring the implementation of permit to work systems as accordance to Sembcorp standards.
• Investigate incidents to determine causes and preventive measures.
• Provide WSH training and education to employees.
• Assist in the assessment of safety related supplies/equipment to ensure that supplies and equipment meets the necessary HSE needs.
• Assist in the evaluation of HSE criteria for new vendors.
• Drive campaigns and engagement programmes.
• Maintain records of HSE related documents.
• Liaise with government authorities and ensure compliance with legal requirements.
• Promote a culture of safety within the organization.
• Any other ad-hoc matters assigned by Management

Requirements

• WSQ Specialist Diploma in Workplace Safety & Health or its equivalent
• Certificate of Completion for Environmental Control Officer (SCS)
• Registered WSH Officer with MOM and Registered ECO with NEA
• Due to the sensitive nature of the job, only Singaporean candidates will be considered.

Skills,Competences and Preferred Characteristics

• Experience in the implementation of ISO 45001 & ISO 14001
• Proficient with MS Office applications
• Strong knowledge of WSH & Environmental regulations and best practices
• Excellent analytical and problem-solving skills.
• Good communication and interpersonal skills.
