Job summary

The Ministry of Social and Family Development (MSF) in Singapore invites applications for a policy and programmes role within ECDA's Early Intervention Service Management team. Qualifications

• Bachelor's degree required; relevant working experience preferred.
• Experience in policy or programme implementation, governance, service management or audit and quality assurance would be an advantage.
• Strong communication and interpersonal skills to articulate complex ideas clearly.
• Analytical and problem-solving skills to synthesise information and develop practical recommendations.
• Ability to translate policy intent into practical operational frameworks, processes and implementation approaches.
• Comfortable working through ambiguity and contributing to new frameworks where established policies may not exist.
• Ability to work with diverse stakeholders and translate policy or programme requirements into practical operational approaches.

Responsibilities

• Drive operational policy, programme and service management work to strengthen the EI sector's quality, effectiveness and sustainability.
• Develop quality standards, service guidelines, programme review frameworks and operational approaches.
• Analyse programme data, service outcomes, and stakeholder feedback to identify trends and improvement opportunities.
• Engage operators, professionals and partner agencies to implement new initiatives and gain buy-in.
• Translate policy or programme requirements into practical operational approaches and processes.
