The Ministry Of Social And Family Development's Early Childhood Development Agency (ECDA) seeks a capable professional to plan, manage and improve ECDA-funded programmes for children with developmental needs and/or from low-income families in a Singapore government setting.

You will coordinate service providers across the programme lifecycle, monitor performance, analyse data, and work with partners to ensure services are accessible and delivered effectively in a fast-paced government

Qualifications

  • Bachelor’s degree; relevant working experience preferred.
  • Experience in programme/service delivery, operations, project management or stakeholder management would be an advantage.
  • Strong communication and interpersonal skills to work with diverse stakeholders.
  • Analytical and problem-solving abilities to interpret information and provide practical recommendations.
  • Ability to manage multiple workstreams and follow through on implementation.
  • Able to work independently and as part of a team in a fast-paced environment.

Responsibilities

  • Plan, manage and improve ECDA-funded programmes and services for children with developmental needs and/or low-income families.
  • Work with service providers to ensure services are accessible, delivered effectively and responsive to needs.
  • Manage service providers across the programme lifecycle including operator appointment, funding agreements, performance monitoring, and exit/transition planning.
  • Monitor programme outcomes and analyse data to identify gaps and opportunities to refine delivery.
  • Coordinate referrals and transitions with partners and external vendors as needed.
  • Contribute to improvements in systems and processes that support programme administration and service delivery.

What the role is:

The Early Childhood Development Agency (ECDA) serves as a regulatory and developmental authority for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres. ECDA’s mission is to ensure that every child has access to affordable and quality early childhood care and education.The Child Development (CD) division in ECDA spearheads a wide range of initiatives to support the development of young children with developmental needs and young children from low-income families, to ensure that they have a good start. The Early Intervention Service Management team within the division oversees the service planning and delivery, operator management, funding agreements and contracting, and performance management of ECDA-funded programmes for children with developmental needs and/or from low-income families.


What you will be working on:

You will play a key role in planning, managing and improving ECDA-funded programmes and services for children with developmental needs and/or low-income families, and work closely with service providers and partners to ensure that services are accessible, delivered effectively and responsive to the needs of children and families.You will be involved in the management of service providers across the programme lifecycle, including operator appointment and re-appointment, funding agreements, performance monitoring, and exit and transition planning. You will engage operators regularly to address implementation issues and follow up on programme, funding and reporting requirements.You will monitor programme and service performance and outcomes, and analyse programme and operational data to identify service gaps, implementation issues and opportunities to refine and improve programme delivery.You will support service planning and improvement initiatives, including exploring different ways to organise and deliver services, managing cross-programme projects, and working with external vendors where services are procured. You will also contribute to improvements in systems and processes that support programme administration and service delivery.You will work with service providers, SG Enable and other government and sector partners to resolve service delivery and implementation issues, coordinate referrals and service transitions, and develop practical recommendations where existing policies or processes may not fully address the situation.


What we are looking for:
  • Minimally a Bachelor’s degree, with relevant working experience preferred.
  • Experience in programme or service delivery, operations, project management or stakeholder management would be an advantage.
  • Good communication and interpersonal skills, with the ability to work effectively with different stakeholders.
  • Strong analytical and problem-solving skills, with the ability to analyse information and develop practical recommendations.
  • Organised and able to manage multiple workstreams and follow through on implementation.
  • Takes initiative, is resourceful and comfortable working through ambiguity.
  • Able to work independently and as part of a team in a fast-paced environment.
