Job summary

The Singapore University of Social Sciences (SUSS) seeks a Senior Manager (Contract Management) to lead procurement, contract management, and cost control for major projects. You will oversee external consultants and work to ensure compliance with policies and accurate reporting of fund utilization.

Ideal candidate has 10+ years of relevant experience, strong communication skills, and the ability to coordinate cross-functionally to achieve project objectives within budget.

Qualifications

• Degree in Quantity Surveying or relevant degree from a recognised university.
• Minimum 10 years of contract management or quantity surveying experience.
• Experience in public sector procurement framework and policies is preferred.
• Strong interpersonal, writing, and presentation skills.
• Ability to work independently and manage project cost control.

Responsibilities

• Manage contract management including budget forecast, cost control and fund utilization reporting.
• Coordinate external consultants to execute the project.
• Oversee QS and M&E consultants on cost, procurement, contracts and asset capitalization.
• Review tender documents for compliance with procurement policies and financial procedures.
• Call, evaluate and award tenders in line with policy and procedures.
• Attend meetings and ensure contractual requirements are met on time and within budget.
• Coordinate with stakeholders on contract administration, payments and variations.
• Forecast requirements, prepare annual budget and monitor cashflow.
• Ensure project cost aligns with approved budget and funding updates.

About The Job

The Senior Manager (Contract Management), reports to the Associate Director/Senior Associate Director and is responsible for the procurement and contract management duties related to SUSS’s project. The scope of works includes management of procurement, contracts, budgetary cost control, reporting of fund utilization, finalization of project account and capitalization of fixed assets for the project.

What You Will Be Doing

Key Responsibilities:

• Responsible for contract management, which encompasses budgetary forecast, project cost control, and reporting of fund utilization to end User.
• Manage external/outsourced resources (consultants and site supervisory staff) to execute the project.
• Oversee and give directions to Quantity Surveying and Mechanical & Electrical (M&E) consultants on matters pertaining to cost, procurement, contracts, and assets capitalization for the project.
• Review and check tender documents to ensure compliance with SUSS’s procurement policy for construction works and services and financial procedures.
• Call, evaluate and award tenders and quotations in compliance with SUSS’s procurement policy for construction works and services and financial procedures
• Attend consultant and site meetings with the Project Team and ensure that contractual requirements are carried out on time and within budget.
• Liaise and coordinate with consultants on contract administration including contract documentation, progress payments, management of variation works and ensure that project cost is within approved budget.
• Meet financial objectives of the project by forecasting requirements, preparing annual budget, scheduling expenditures, reporting budget updates and funding, analysing variances and initiating corrective actions.
• Monitor project cashflow and exercise cost controls.
• Coordinates cashflow updates for reporting to end User and its stakeholders.
• Coordinate between key stakeholders for project alignment and fund transfers.
• Undertake any other tasks or responsibilities as required by Management in the course of work.

• A recognised Degree in Quantity Surveying or relevant Degree from a recognised University with at least 10 years of relevant working experience as Contracts Manager or Quantity Surveyor preferably in public/developer organisations or consulting firms.
• Relevant experience in the procurement and contract management of development projects.
• Working experience and knowledge of public sector procurement framework and policies.
• Strong interpersonal skills and positive working attitude.
• Good writing, communication and presentation skills.
• Meticulous and capable of working independently to resolve issues and challenges.
• Good time management and work well under pressure.
• Good team player.
• Conversant with various applications such as Microsoft Excel, Microsoft Word, Microsoft PowerPoint, and Microsoft Project.
