Job summary

The Ministry of Manpower (MOM) Singapore seeks a skilled professional to develop, review and implement a robust programme evaluation framework that links resourcing to outcomes, while supporting automation and digitalisation across the organisation.

You will review and design evaluation processes, conduct needs assessments, engage diverse stakeholders, and build financial models to forecast impact and drive strategic transformation. This is a full‑time role based in Singapore.

Qualifications

  • Knowledge in Accounting or Business Administration with ≥2 years finance/budget experience preferred.
  • Experience in Government agencies/public organisations with knowledge in public sector financing and governance preferred.
  • Experience in data analytics and RPA advantageous.
  • Possess critical thinking, analytical, problem-solving and decision-making skills.
  • Good interpersonal skills and able to engage and communicate with stakeholders at all levels.
  • Highly motivated with positive working attitude.
  • Able to work independently and in a team.

Responsibilities

  • Review of Programme Evaluation Framework.
  • Develop a programme evaluation framework to assess effectiveness of initiatives and align with objectives and metrics.
  • Review existing programme evaluation processes for improvement and stakeholder alignment.
  • Conduct needs assessment to identify key objectives and metrics.
  • Implement recommendations to the framework and establish a feedback loop between resources and outcomes.
  • Evaluate programmes against established criteria.
  • Monitor implementation of recommendations and learning points from evaluations.
  • Gather and analyse financial data to identify trends and support strategic decisions.
  • Develop models and forecasts to predict future outcomes and propose solutions.
  • Develop recommendations to drive transformation based on financial insights.

Job description

What the role is:

This role is required to develop, review and implement programme evaluation framework in the organisation to strengthen the feedback loop between resourcing and outcomes. There is also a need to support the transformation of the organisation through automation and digitalisation.


What you will be working on:
  • Review of Programme Evaluation Framework
  • Develop a programme evaluation framework to assess the effectiveness of organisational initiatives and aligns with the identified objectives and metrics
  • Review the existing programme evaluation processes to identify areas for improvement and ensure alignment with organisational goals including stakeholder consultations and feedback sessions, if required
  • Conduct a needs assessment to identify key objectives and metrics for the programme evaluation framework
  • Implement the recommendations to the programme evaluation framework and establish a feedback loop that connects resource allocation with outcomesEvaluation of Programmes
  • Review programme objectives and outcomes to establish evaluation criteria
  • Conduct assessments to determine the effectiveness of programmes against established criteria
  • Monitor implementation of recommendations and track progress on learning points identified during evaluationsFinancial Analysis
  • Gather and analyze financial data to identify trends and patterns using analytical techniques
  • Interpret financial data to generate insights that support strategic decision making
  • Develop models and forecasts to predict future outcomes and propose solutions to identified issues

What we are looking for:
  • Knowledge in Accounting or Business Administration with at least two years of relevant experience in finance/budget-related areas is preferred
  • Experience in Government agencies/public organisations, with knowledge in public sector financing and governance is preferred
  • Experience in data analytics and RPA is advantageous
  • Possess critical thinking, analytical, problem-solving and decision-making skills
  • Good interpersonal skills and able to engage and communicate with key stakeholders at all levels
