Job summary

The Ministry of Manpower (MOM) in Singapore seeks a senior professional to develop and implement qualification verification and employment debarment policies, ensuring integrity of the work pass framework.

You will lead cross‑agency collaboration, oversee third‑party providers, drive efficiency with technology and analytics, and deliver fair decisions on complex cases while strengthening policy outcomes.

Qualifications

• Minimum a tertiary qualification in any discipline.
• At least 8 years of relevant work experience in operations, process improvement and multi-stakeholder coordination.
• Strong written and spoken communication; ability to articulate views clearly.

Responsibilities

• Lead Qualification Verification and Employment Debarment functions including oversight of third-party providers.
• Provide governance and oversight of complex, sensitive cases with fair, defensible decisions.
• Partner with MOM and other agencies to operationalise policies and strengthen outcomes.
• Drive service and process improvements using technology, analytics and automation.
• Leverage insights to identify risks and drive continuous policy and process improvements.

Job description

What the role is:

The job holder is responsible for the development and effective implementation of MOM’s qualification verification and employment debarment policies, frameworks and operational processes to safeguard the integrity of the work pass framework.

What you will be working on:

• Lead the Qualification Verification and Employment Debarment functions, including the oversight of third-party service providers, to ensure effective, consistent and timely administration of their respective frameworks.
• Provide governance and oversight of complex and sensitive cases, ensuring decisions are fair, defensible and aligned with policy intent.
• Partner policy and operational stakeholders across MOM and other government agencies to operationalise policies and strengthen implementation outcomes.
• Drive service and process improvements using technology, analytics and automation to enhance effectiveness, consistency and operational efficiency.
• Leverage operational insights to identify emerging risks and drive continuous improvements to policies, processes and service delivery.

What we are looking for:

• Possess tertiary qualification in any discipline.
• At least 8 years of relevant work experience, including experience in operations, process improvement and multi-stakeholder coordination.
• Strong judgement and critical thinking skills to assess complex cases, make sound decisions and resolve operational issues.
• Resourceful and agile, with the ability to lead teams through new areas of work and respond to changing operational needs.
• Strong communication skills, with the ability to write and articulate views clearly, systematically and effectively.
• Experience in process improvement, service delivery, governance or technology-enabled operations will be an advantage.
