Job summary

Health Sciences Authority is seeking a Senior Laboratory Manager, Testing and Quality Control to lead the Blood Donation Testing and QC labs within the Blood Services Group. You will work with the Scientific Head (TQC) to uphold safety, quality, and compliance for Singapore’s National Blood Programme, including on-call duties for emergencies.

Qualifications

• Minimum 8 years in laboratory operations with 3–5 years in management or team leadership.
• Experience with blood banking, transfusion medicine, or clinical lab operations.
• Experience working with Laboratory Information Systems.
• Familiarity with cybersecurity practices and data governance in healthcare or labs.
• Knowledge of HCSA, BATA, WSH, CAP, ISO1589 regulatory and quality management systems.
• Proven staff management and performance development.
• Strong analytical and problem-solving skills with a drive for continuous improvement.
• Experience leveraging data analytics or digital tools for operational insights.
• Excellent written and presentation skills for reporting.

Responsibilities

• Oversee daily operations of TQC laboratories, including sample management and equipment, with SOP compliance.
• Implement and maintain robust quality control and ensure regulatory compliance.
• Supervise officers, roster planning, performance appraisals, and training development.
• Manage laboratory budgets, procurement, and inventory; ensure reagent availability.
• Coordinate with Blood Resources and Clinical Services for sample collection and results management; manage vendor relationships and contracts.
• Oversee maintenance of laboratory equipment and integration with IT/BSC systems; drive automation and workflow digitalisation.
