Job summary

Argyll Scott Singapore is seeking an experienced Manager / Senior Manager, Learning & Development Lead to spearhead the firm’s learning strategy and organisational capability development in Singapore. This newly created leadership role will manage a team of six L&D professionals and drive strategic learning initiatives across the organisation.

Qualifications

10–15 years of relevant Learning & Development experience, including at least 5 years in a leadership role.
Proven experience developing enterprise-wide L&D strategies, competency frameworks and organisational capability programmes.
Demonstrated success in leading learning transformation, digital upskilling or strategic workforce capability development initiatives.
Strong understanding of AI applications, emerging learning technologies, LMS and learning analytics.
Experience managing and developing L&D teams, with the ability to lead both strategic initiatives and operational execution.
Strong stakeholder management, influencing and communication skills, with experience partnering with senior business and HR leaders.
Analytical and commercially minded, with the ability to assess learning effectiveness and demonstrate measurable business impact.
Master's-level qualification with relevant specialisation or certification in Learning Design, Instructional Design, Education or related disciplines.
Prior experience within consulting, professional services or knowledge-intensive environments advantageous.

Responsibilities

Develop and execute the organisation's learning and development strategy, aligning capability-building initiatives with business objectives and future workforce needs.
Lead the design and implementation of technical competency frameworks, skills assessments and structured development pathways.
Identify current and emerging skills gaps, translating workforce capability requirements into targeted learning priorities.
Collaborate with HR and business leaders to integrate learning strategies with workforce planning, talent development and succession priorities.
