Job summary

Urban Redevelopment Authority of Singapore (URA) is seeking a systems-minded officer to support upstream infrastructure planning under Singapore’s National Infrastructure Plan. You will work across land development, capacity, and policy priorities, coordinating with multiple agencies to align timelines and mitigate delivery risks.

Fresh graduates are welcome; experience in infrastructure planning, utilities coordination or policy work will be an advantage.

Qualifications

• Strong analytical ability to structure complex infrastructure problems.
• Excellent written and verbal communication for senior stakeholders.
• Familiarity with geospatial analysis and urban planning concepts.

Responsibilities

• Support annual NIP review by aligning land development, infrastructure and utility plans across agencies.
• Analyze infrastructure needs from housing, commercial, industrial, transport, utilities, environment and digital infra.
• Identify gaps, conflicts, and risks early and help develop mitigation measures.
• Coordinate major infrastructure corridors and utility networks for co-location and space optimisation.
• Review proposals balancing development needs, capacity, land constraints and long-term resilience.
• Coordinate timelines with agencies and licensees to reduce abortive works and delivery risks.
• Prepare papers, presentations and updates explaining complex issues and recommendations.
• Contribute to policy and process improvements for whole-of-government planning.
