Job summary

Urban Redevelopment Authority of Singapore (URA) is seeking a systems-minded officer to support upstream infrastructure planning under Singapore’s National Infrastructure Plan. Responsibilities

What The Role Is

The Infrastructure Planning Authority Group (IPAG) drives a coordinated approach through partnerships, best practices and innovative solutions to optimise the use of infrastructure space and reap synergies for infrastructure planning in Singapore. IPAG coordinates the master planning process for major network infrastructure across the Infrastructure & Environment sector, and appoints Lead Implementing Agencies to coordinate the planning and implementation of multi-agency infrastructure projects.

What The Role Is

We are looking for a systems-minded officer to support Singapore's upstream infrastructure planning and coordination work under the National Infrastructure Plan (NIP). The NIP brings together land development agencies, infrastructure agencies and utility licensees to align major infrastructure and development plans over a 15-year horizon. Through this process, potential issues, competing needs and trade-offs are surfaced early so that agencies can resolve them upfront, plan infrastructure provision more effectively, and identify opportunities to co-locate or integrate infrastructure for better land use and delivery outcomes. You will work on issues that sit at the intersection of land development, infrastructure capacity, policy priorities, technology shifts and project implementation. The role requires the ability to see interdependencies across systems, connect upstream planning choices with downstream delivery risks, and work with agencies to develop practical whole-of-government solutions.

What You Will Be Working On

• Supporting the annual NIP review, including the review and alignment of land development, infrastructure and utility plans across agencies.
• Analysing infrastructure requirements arising from housing, commercial, industrial, transport, utilities, environmental and digital infrastructure needs.
• Identifying infrastructure gaps, conflicts, interdependencies and implementation risks early, and working with agencies to develop mitigation measures.
• Supporting the coordination of major infrastructure corridors and utility networks, including opportunities for co-location, integration, space optimisation and coordinated implementation.
• Reviewing infrastructure proposals and helping agencies balance development needs, infrastructure capacity, land constraints, cost, implementation feasibility and long-term resilience.
• Working with agencies and utility licensees to align project timelines, resolve planning and implementation issues, and reduce abortive works, repeated excavations and downstream delivery risks.
• Supporting the appointment and coordination of Lead Implementing Agencies for multi-agency infrastructure projects, where applicable.
• Applying geospatial, digital and data-driven tools to support infrastructure analysis, coordination, decision-making and tracking of implementation dependencies.
• Preparing clear papers, presentations, submissions and management updates to explain complex infrastructure issues, trade-offs and recommended courses of action.
• Contributing to policy, workflow and process improvements to strengthen whole-of-government infrastructure planning and delivery.

What We Are Looking For

We are looking for candidates who can think across systems, work through ambiguity and engage multiple stakeholders to solve infrastructure planning problems. Fresh graduates are welcome to apply, and candidates with relevant experience in infrastructure planning, engineering, utilities coordination, implementation or policy work — particularly from infrastructure-related statutory boards, public agencies or utility licensees — will have an advantage.

Knowledge

• Understanding of interdependencies between development plans, infrastructure capacity, policy shifts, technology trends and project implementation constraints.
• Familiarity with major infrastructure planning, underground utilities, road reserve planning, utility diversion, corridor safeguarding, site investigation, GIS or geospatial analysis is advantageous.
• Experience in or with infrastructure-related statutory boards, public agencies or utility licensees — including agencies involved in transport, water, drainage, sewerage, power, gas, telecommunications, waste, environmental management or land development — is advantageous.

Skills

• Strong analytical ability, with the capacity to structure complex problems and identify practical planning or coordination interventions.
• Excellent written, presentation and stakeholder communication skills, with the ability to prepare high-quality papers and present technical recommendations clearly to senior management, inter-agency stakeholders and non-technical audiences.
• Ability to explain technical infrastructure issues clearly to both engineering and non-engineering audiences.
• Proficiency in applying geospatial, digital and data-driven tools to support infrastructure analysis and decision-making.
• Experience reviewing infrastructure plans, feasibility studies, implementation schedules, cost-benefit considerations or inter-agency submissions is advantageous.
