Job summary

National University of Singapore is seeking a Senior Manager to lead integrated campus land planning, urban design, and space planning at the Kent Ridge Campus. The role ensures the university’s physical environment evolves coherently, compliantly, and future-ready.

You will drive master planning, coordinate with faculties and consultants, oversee land and lease activities, and manage wayfinding and campus maps while liaising with authorities to secure approvals and ensure space optimisation.

Qualifications

  • Degree in Urban Planning, Architecture, Landscape Architecture, Real Estate or related field; postgraduate qualification is an advantage.
  • 8–10 years of relevant experience in urban planning, land management, or campus/real estate planning.
  • Strong knowledge of Singapore's planning and development control framework; URA, NParks, LTA, or SLA exposure preferred.

Responsibilities

  • Urban Design & Master Planning: update campus master plan and enforce Urban Design Guidelines (UDGs) across works; review proposals against master plan; engage consultants on studies.
  • Stakeholder Collaboration & Space Planning: coordinate with faculties, departments, and consultants; monitor space supply and demand; lead planning projects and oversight.
  • Land, Leasing & Reporting: manage land-related matters, leases, and land records; monitor lease timelines and approvals.
  • Wayfinding, Signage & Campus Maps: plan and implement campus signage and maps; review signage proposals against guidelines and campus identity.
  • Authority Management: act as primary contact with URA, NParks, LTA.

Job Description

The Senior Manager is responsible for the integrated management of campus land, planning, and urban design matters, ensuring the University's physical environment evolves in a coherent, compliant, and future-ready manner. The role provides dedicated expertise across land administration, leasing, regulatory liaison, master planning, wayfinding, and space planning, serving as the central coordinator connecting strategic intent with on-the-ground execution. The incumbent ensures that campus development is guided by sound planning principles, aligned with authority requirements, and responsive to the University's long-term space and operational needs.

  • Urban Design & Master Planning - Manage updates to the campus master plan and develop, implement, and enforce Urban Design Guidelines (UDGs) across all development and renovation works. Review design proposals against the master plan and Urban Design Guidelines, and engage planning and urban design consultants on special planning studies and projects.
  • Stakeholder Collaboration & Space Planning - Collaborate with Faculties, Departments, and consultants on complex planning matters, monitor campus space supply and demand, and advise on optimisation strategies to support long-term capacity planning. Lead planning and land-related projects, developing design briefs and project oversight.
  • Land, Leasing & Reporting - Review and manage all land-related matters including land tenure, use compliance, and boundary issues. Oversee leasing arrangements, monitor lease timelines, and maintain accurate land records and planning approvals.
  • Wayfinding, Signage & Campus Maps - Manage the planning, design, implementation of the campus wayfinding and signage. Maintain accurate and up-to-date campus maps and review signage proposals against established design guidelines and campus identity.
  • Authority Management - Serve as the primary contact with government authorities including URA, NParks, and LTA.
Qualifications & Experience
  • Degree in Urban Planning, Architecture, Landscape Architecture, Real Estate, or a related field; postgraduate qualification is an advantage.
  • Minimum 8–10 years of relevant experience in urban planning, land management, or campus/real estate planning.
  • Strong working knowledge of Singapore's planning and development control framework, with prior engagement with URA, NParks, LTA, or SLA preferred.
Skills & Competencies
  • Proven project management skills, including experience in design briefs and tender processes.
  • Proficient in reading architectural drawings and survey plans.
  • Strong analytical and problem-solving skills, with the ability to manage complexity across multiple stakeholders and timelines.
  • Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Power BI); familiarity with AutoCAD/Revit, GIS, or BIM is an advantage.
