Job summary

Vinova PTE. LTD. in Singapore seeks an experienced ICT professional to drive software development initiatives and coordinate stakeholders and vendors, supporting audit and compliance activities while helping automate processes to advance PUB's digital strategy.

You will work across backend and frontend stacks, APIs, and databases, with an emphasis on local project delivery and collaboration with the OPL team for technology refresh and ongoing governance.

Qualifications

• Bachelor's degree or equivalent in Computer Science, Engineering, or related field.
• 6+ years ICT experience with local project delivery.
• At least 3 years enterprise system implementation and vendor coordination.
• Strong discipline in tracking issues and actions across multiple workstreams.
• Familiarity with governance and compliance requirements in ICT environments.
• Strong written and verbal communication skills, including documentation and presentation.

Responsibilities

• Develop backend solutions using Java, Kotlin, Python, Node.js/TypeScript, Go, and C#.
• Build frontend apps with React/Next.js, Vue, or Angular.
• Design RESTful and GraphQL APIs for system integrations.
• Manage PostgreSQL and MySQL databases ensuring data integrity.
• Coordinate with OPL team and System Owners for renewals and tech refresh.
• Support audit, exit audit, and self-assessment activities across OPL systems.
• Co-lead process improvement and automation projects including license management and access reviews.
• Establish governance frameworks to ensure compliance with Government ICT policies and security standards.
• Collaborate with stakeholders to ensure smooth deployments and continuous improvement.
• Communicate progress through clear documentation and presentations.
