Job summary

Vinova is seeking a capable ICT project leader to lead enterprise initiatives for PUB Singapore. You will manage workplans, coordinate stakeholders, and drive process improvements to ensure compliance and support the digital strategy.

The role requires 6+ years ICT experience, 3+ years in enterprise system implementation, governance and cloud hosting experience, and strong communication and certifications. This position offers a path to impactful public-sector digital transformation.

Qualifications

• Bachelor’s degree in Computer Science or Engineering required.
• Minimum 6+ years ICT experience and 3+ years in enterprise system implementation.
• Familiarity with governance and compliance in ICT environments.
• Working knowledge of cloud-hosted projects and cloud environments.
• Professional certifications such as CITPM, PMP, or Agile.
• Strong written and verbal communication skills.
• Strong negotiation skills and CAT2 security clearance.

Responsibilities

• Execute tasks aligned to approved workplans, delivering initiatives while tracking risks and dependencies.
• Collaborate with OPL team and System Owners to support contract renewal and technology refresh.
• Standardize audit activities and identify opportunities for workflow automation.
• Co-lead process improvement and automation, including license management and access reviews.
• Establish governance frameworks to ensure compliance with ICT policies and risk management.
• Build partnerships with stakeholders to enable smooth system implementations aligning with digital strategy.

Job Summary

Lead and execute enterprise ICT initiatives by managing workplans, coordinating stakeholders, and driving process improvements to ensure compliance and support PUB’s digital strategy.

Responsibilities

• Execute tasks aligned to approved workplans, delivering assigned initiatives while tracking, managing, and escalating issues, risks, and dependencies across workstreams
• Collaborate closely with OPL team and System Owners to support contract renewal and technology refresh initiatives by analyzing solution options and coordinating stakeholders and vendors
• Standardize and improve audit, exit audit, and annual self-assessment activities across OPL systems, identifying opportunities for workflow automation
• Co-lead process improvement and automation efforts, including optimizing license management processes, enhancing application hardening, and automating reviews of application logs, user access, and password management
• Establish and maintain governance frameworks to ensure compliance with Government ICT policies, security standards, and risk management requirements
• Build and maintain strong partnerships with operational and planning stakeholders to facilitate smooth system implementations and drive continuous improvement aligned with PUB’s digital strategy

Preferred Competencies And Qualifications
