Job summary

THYE HUA KWAN MORAL CHARITIES LIMITED is seeking a senior finance leader in Singapore to drive end-to-end financial reporting, budgeting, and grant management for our charitable programs. You will oversee audits, ensure compliance, and partner with programme heads to optimise resource allocation.

The role requires strong technical accounting knowledge, leadership in a non-profit setting, and the ability to translate financial data into strategic insights for the Board and senior management.

Qualifications

• Bachelor’s degree in accounting/finance or related discipline required.
• Professional accounting qualification (CPA/CA/ACCA) preferred.
• Experience in non-profit, charity, or public sector is advantageous.

Responsibilities

Key Responsibilities

Financial Management & Reporting

• Lead the preparation of monthly, quarterly, and annual financial reports.

• Ensure accurate and timely financial reporting in accordance with applicable accounting standards and charity regulations.

• Oversee month-end and year-end closing processes.

• Prepare management reports and financial analyses to support decision-making by senior management and the Board.

• Monitor organizational financial performance and recommend corrective actions where necessary.

Budgeting & Financial Planning

• Lead the annual budgeting and quarterly forecasting processes.

• Work closely with department heads to develop programme and operational budgets.

• Monitor budget utilization and provide variance analysis to management.

• Support long-term financial sustainability planning and scenario analysis.

Grant & Fund Management

• Oversee grant accounting and reporting to funding agencies and donors.

• Monitor restricted and unrestricted funds to ensure compliance with donor requirements.

• Ensure proper allocation of programme, fundraising, and administrative expenses.

• Support grant applications by providing budget assumptions and financial information.

• Maintain accurate records for all grants and funding streams.

Governance, Risk & Compliance

• Ensure compliance with relevant regulatory requirements, charity governance standards, and internal policies.

• Maintain and strengthen financial controls and risk management practices.

• Coordinate annual audits and act as the key liaison with external auditors.

• Support Board Finance Committee and Audit Committee meetings through timely preparation of reports and financial updates.

• Develop and review financial policies, procedures, and controls.

Treasury & Cash Flow Management

• Monitor cash flow and liquidity requirements.

• Ensure sufficient funding is available to support programme delivery and operations.

• Provide cash flow forecasting and working capital analysis.

Strategic Business Partnering

• Partner with operations and programme leaders and department heads to improve financial management and accountability.

• Provide financial insights to support strategic initiatives and organizational growth.

• Support evaluation of new programmes, partnerships, and funding opportunities.

• Drive financial sustainability initiatives and resource optimization efforts.

Systems & Process Improvement

• Identify opportunities to streamline and automate finance processes.

• Lead finance transformation and continuous improvement initiatives.

• Enhance financial reporting capabilities and data analytics.

• Ensure effective utilization of finance systems and tools.

Team Leadership

• Lead, mentor, and develop finance team members.

• Foster a culture of integrity, accountability, collaboration, and continuous improvement.

• Support staff development and succession planning within the finance function.

Qualifications & Experience

Education & Professional Qualifications

• Bachelor's Degree in Accounting, Finance, or a related discipline.

• Professional accounting qualification (CPA, CA, ACCA, or equivalent).

Experience

• Minimum 5-10 years of relevant finance and accounting experience.

• At least 3 years in a managerial or supervisory role.

• Experience in the non-profit, charity, social services, education, healthcare, or public sector will be an advantage.

• Experience working with internal and external stakeholders is preferred.
