Job summary

New Life Stories is a Singapore-registered IPC non-profit empowering children of incarcerated parents. We seek a meticulous Finance & HR Manager to oversee daily financial operations, grant accounting, compliance, and core HR functions.

You will manage restricted grant reporting, drive audits, and use Xero and JustLogin to maintain controls and timely reporting for funders and the Board. This role reports to the Finance Committee and supports the whole organisation across programmes.

Qualifications

• Education: Degree in Accountancy, Finance, Human Resources, or equivalent professional qualification (CA / CPA / ACCA).
• Experience: 4–6 years of relevant finance, accounting and basic HR/payroll operations experience in a non-profit setting preferred.
• Systems: Direct hands-on expertise in Xero and JustLogin (Payroll, Leave, and Claims).
• Attributes: High integrity, strong organization, discreet handling of confidential data, passion for social causes.

Through early education, family strengthening, and therapeutic support, we build resilient family units and break intergenerational cycles of incarceration.

Role Purpose

We are seeking a meticulous and hands-on Finance & HR Manager to oversee our daily financial operations, non-profit grant accounting, regulatory compliance, and core human resource functions. You will play a pivotal role in maintaining institutional integrity by managing restricted grant reporting, driving annual audits, and leveraging cloud platforms (Xero) and HR management systems (JustLogin) to maintain operational excellence across our programs.

Key Responsibilities

1. Grant Financial Management & Restricted Fund Reporting

• Manage, track, and reconcile unrestricted and restricted project reserves and grants (e.g., NCSS, TBSSF, Tote Board, Community Chest, and private foundations).

• Prepare detailed, itemized income and expenditure statements, fund movement schedules, and grant expenditure reports for funders.

• Ensure strict compliance with grant terms, fund trackings and proper allocation of corporate overheads.

• Drive improvements in business processes and internal controls to enhance the organisation’s process efficiencies and controls effectiveness, and ensure compliance with corporate policies and procedures.

• Proactively identify and mitigate operational and financial risks.

• Fulfill external and internal audit requirements and determine proper remediating actions in response to audit findings and recommendations.

2. Audit & Regulatory Compliance

• Lead the end-to-end annual financial audit process, preparing audit schedules, draft financial statements, and notes to accounts.

• Ensure full compliance with the Code of Governance for Charities and IPCs, applicable accounting standards (including CAS, where applicable), and relevant statutory and regulatory requirements.

• Serve as the primary liaison with external auditors, tax agents, and funding body officers.

3. Financial Operations & Systems Administration

• Oversee day-to-day accounting functions (AP, AR, General Ledger, bank reconciliations) using Xero Accounting System.

• Prepare timely monthly management accounts, variance analysis reports, and cash flow projections for the Board and Finance Committee.

• Establish, review, and enhance robust internal financial controls, SOPs, and policies.

4. HR Functions & Payroll Administration (Sub-Role)

• Payroll & Statutory Submissions: Process monthly payroll, staff reimbursements, CPF contributions, and year-end IR8A tax filings via JustLogin.

• HR System Administration: Maintain staff records and claim approvals within JustLogin.

• Government Claims: Submit relevant government claims (e.g., NS makeup pay, maternity/paternity leave, child care leave claims).

Requirements & Qualifications

• Education: Degree in Accountancy, Finance, Human Resources, or equivalent professional qualification (CA / CPA / ACCA).

• Experience: Minimum 4–6 years of relevant experience handling finance, accounting, and basic HR/payroll operations—preferably within a non-profit or charity setting.

• Systems Proficiency: Direct hands-on expertise in Xero and JustLogin (Payroll, Leave, and Claims modules).

• Attributes: High integrity, strong organizational skills, discreet handling of confidential data, and a passion for social causes.
