Job summary

GovTech in Singapore seeks a dynamic Manager, Digital Infrastructure & Systems Integration to lead planning, procurement, implementation and integration of enterprise digital platforms for the GSMP. You will build an integrated digital ecosystem spanning planning, construction, operations and asset management.

Responsibilities include defining product vision and roadmap, coordinating cross‑functional teams of government stakeholders, vendors and system integrators, and ensuring security,

Qualifications

• Bachelor's degree in IT/CS/Engineering or related discipline.
• Professional certifications such as PMP, PRINCE2, TOGAF, Scrum, ITIL, CISSP or CISM are advantageous.
• Experience in enterprise ICT, digital transformation or technology delivery.

Responsibilities

• Lead end-to-end delivery of large-scale enterprise ICT projects through the complete SDLC.
• Define and own the product vision, strategy and roadmap for enterprise digital platforms.
• Translate business requirements into scalable, secure enterprise solutions across GIS, BIM, CDE, ERP and Digital Twin.
• Manage stakeholders, vendors, consultants and government partners; monitor budgets and SLAs.
• Lead ICT procurement, governance, tender evaluation and contract negotiations.
• Ensure cybersecurity, risk management, audit readiness and compliance with standards.
• Drive change management, user engagement and capability development.
