Job summary

sggovterp seeks a dynamic Manager, Digital Infrastructure & Systems Integration to lead planning, procurement, implementation, integration and enhancement of enterprise digital platforms.

You will oversee SDLC-driven ICT projects, drive scalable, secure solutions, and manage in-house citizen developers to build workflows, dashboards, and tools across GIS, BIM, CDE, ERP, and Digital Twin ecosystems.

Qualifications

• Bachelor’s degree in IT/IS/CS or related discipline.
• Certifications such as PMP/PRINCE2/TOGAF/Scrum/CITPM/ITIL/CISSP or CISM are advantageous.
• 8–10 years of experience in enterprise ICT, digital transformation or tech delivery.
• Experience delivering large enterprise ICT projects (>S$10M) or multiple projects (>S$5M).
• Experience in Government ICT procurement, governance and funding submissions.
• Cloud architecture experience with Azure/AWS/Google Cloud.
• Cybersecurity requirements for Internet-facing systems and IM8.
• Digital transformation in infrastructure, real estate or asset-intensive industries.
• GIS, BIM, CDE, Digital Twin lifecycle management experience.
• Experience with ArcGIS/QGIS/Autodesk/Bentley is a plus.

Responsibilities

• Lead end-to-end delivery of large-scale enterprise ICT projects through the SDLC.
• Define and own product vision, strategy and roadmap for enterprise platforms.
• Coordinate with multiple teams and government stakeholders.
• Lead integration using APIs, middleware and cloud tech.
• Manage procurement, governance, budgets and vendor relationships.
• Develop and enforce enterprise architecture and interoperability standards.
• Oversee change management and adoption of digital platforms.
