Job summary

Public Service Division in Singapore seeks a Deputy Manager to lead 2 Collections, Receivables and Refunds, safeguarding financial interests and ensuring timely recoveries from contractors and external parties.

You will oversee end-to-end collections, coordinate with operations, legal, and project teams, ensure refunds are processed promptly, and drive governance, reporting, and digitalisation efforts using analytics, RPA and AI.

Qualifications

• Knowledge in Accountancy or equivalent professional qualifications.
• At least 3 years of relevant finance or accounting experience, with collections/revenue management being an advantage.
• Strong written, verbal, and presentation skills.
• Proactive, self-motivated, and adaptable with a strong sense of ownership.
• Familiarity with ERP systems (e.g. SAP), data analytics and business intelligence tools, and interest in finance-related technologies such as RPA and AI.

Responsibilities

• Oversee end-to-end collections and determine intervention strategies for each case.
• Coordinate with internal stakeholders across operations, legal, and project teams for timely follow-up and coordinated recovery.
• Oversee refunds processing to external parties where applicable.
• Ensure accounting treatment for collections and refunds in SB-FRS compliance.
• Maintain SOPs and internal financial regulations aligned with政府 Finance regulations and business needs.
• Drive process improvements through analytics, RPA and AI, and collaborate with IT and data teams.
• Produce regular management reports on ageing and balances to support senior management decisions.
• Lead the team by setting objectives, allocating workloads, and supporting professional development.
