TURNER & TOWNSEND PTE. LIMITED is recruiting an experienced Cost Manager in Singapore to lead cost control on major projects.

You will conduct feasibility studies, produce cost plans, manage tendering and procurement, and oversee post-contract cost variances and final accounts with a strong client focus and leadership capability. Qualifications

• Degree in Quantity Surveying, Cost Management or equivalent.
• Minimum 8 years' experience in cost and contract management of major construction projects as a cost consultant.
• Registered Quantity Surveyor with RICS or SISV or equivalent.
• Familiar with BIM for costing (Cost X, etc.).
• Excellent technical knowledge across Cost Management duties: Estimates, BOQ, VE, Tendering, Evaluation, Contract Knowledge, Change Orders, Final Account close-out.
• Team player with leadership and problem-solving skills.

Responsibilities

• Conduct feasibility studies and write procurement reports.
• Estimate and cost plan, producing and presenting the final cost plan.
• Tendering and procurement management: pre-qual, tender list, preliminaries, tender analysis, tender report, contractual documents.
• Manage post-contract cost variances and change control processes with line manager reference as needed.
• Perform cost checks and valuations on large projects ensuring timely and accurate documentation.
• Produce monthly post-contract cost reports and present to client.
• Contribute to value engineering and negotiate final accounts.
• Interface with client and other consultants at all project stages.
• Assist in bid documentation production and knowledge management for cost procedures.
• Identify improvements to cost management templates and processes; refer ideas to line manager.
• Maintain knowledge management input from each commission into internal database.
• Monitor ongoing margin levels and financial management.
• Suggest process improvements for internal systems.
