Job summary

COMBUILDER PTE LTD is seeking a Business Analyst with Scrum Master responsibilities to support large, complex government IT systems. Qualifications

Minimum 5–8 years of IT delivery experience.
Minimum 3+ years of Business Analyst experience in large-scale IT systems.
Minimum 2 years exposure to Agile / Scrum environments.
Strong understanding of Agile and Waterfall / Hybrid SDLC.
Experience with complex system integrations and multi-vendor environments.
Ability to work under tight timelines and pressure.
Strong analytical, documentation, and stakeholder engagement skills.

Responsibilities

Lead requirement elicitation and management sessions with business users, government officers, and vendors.
Translate business needs into clear functional and non-functional requirements and artifacts.
Ensure requirements traceability from business needs to implementation and testing.
Act as bridge between business, technical teams, system integrators, and project management.
Governance: ensure SDLC compliance, documentation baselines, and audit readiness.
Perform Scrum Master duties: facilitate ceremonies, manage backlog readiness, and support delivery.
