Job summary

HELIUS TECHNOLOGIES PTE. LTD. is seeking an experienced Business Analyst with Scrum Master responsibilities to support large-scale, government IT systems.

The role focuses on elicitation, stakeholder engagement, and ensuring alignment between business needs and technical delivery. You will coordinate with solution architects, developers, testers, and project managers, driving workshops, managing requirements, and ensuring compliance with Singapore government SDLC standards.

Qualifications

• 5-8 years of overall IT delivery experience.
• Minimum 3 years of Business Analyst experience supporting large-scale IT systems.
• Minimum 2 years of experience working in Agile/Scrum environments.
• Strong understanding of Agile and traditional SDLC methodologies, including Waterfall and Hybrid delivery models.
• Proven experience working with complex system integrations and multi-vendor environments.

Responsibilities

• Lead Requirements Elicitation & Management with government stakeholders and vendors.
• Bridge business users, technical teams, system integrators, vendors and project management.
• Validate solution feasibility with architects, developers, and testers; align with business requirements.
• Support SIT and UAT planning and readiness in line with SDLC governance.
• Maintain structured requirements repositories and traceability; support governance checkpoints and audits.

Job description

We are seeking an experienced Business Analyst with Scrum Master responsibilities to support large-scale, complex, and mission-critical government IT systems.

Key Responsibilities

1. Business Analysis & Requirements Leadership

Requirements Elicitation & Management

• Lead requirement gathering and elicitation sessions with business users, government stakeholders, and vendors.
• Translate business needs into clear and actionable functional and non-functional requirements.

Stakeholder Management

• Engage confidently with senior, demanding, and diverse stakeholders.
• Facilitate business and requirements workshops and drive consensus across conflicting priorities.
• Act as the key bridge between business users, technical teams, system integrators, vendors, and project management.
• Proactively identify ambiguity, gaps, and conflicting requirements and drive them to resolution.

Solution & Delivery Alignment

• Work closely with solution architects, developers, integration teams, testers, and project managers to validate solution feasibility.
• Review solution and technical design proposals to ensure alignment with approved business requirements.
• Support System Integration Testing (SIT) and User Acceptance Testing (UAT) planning and readiness.

Governance & Documentation

• Ensure project activities and documentation comply with Singapore Government SDLC, governance, audit, and reporting standards.
• Maintain structured requirements repositories, documentation, baselines, and traceability matrices.
• Support governance checkpoints, project reporting, audit requests, and management reviews.
