Job summary

Standard Chartered Singapore is seeking an experienced Senior Project/Program Delivery leader to oversee strategic technology programs. You will drive end-to-end delivery, governance, and financial management across complex, multi-team initiatives in a regulated enterprise.

You will leverage Azure DevOps, Clarity PPM, and AI-enabled tools to enhance forecasting, reporting, and delivery performance, while mentoring cross-functional teams in a hybrid work environment.

Qualifications

• 12+ years of experience in Project Management; PMP certified and Scrum Expert.

Responsibilities

• Lead end-to-end delivery of complex technology transformation projects and programs.
• Develop and execute project plans, schedules, resource plans, and delivery roadmaps.
• Ensure delivery meets scope, timelines, budget, quality, and business outcomes.
• Act as Program Manager for strategic initiatives requiring cross-team coordination.
• Establish governance, reporting, and control frameworks.
• Manage risks, issues, assumptions, dependencies, and change controls.
• Ensure regulatory, audit, security, and internal governance compliance.
• Provide executive reporting and steer senior stakeholder decision-making.
• Own project budgets, forecasts, funding plans, and financial reporting.
• Manage CapEx/OpEx portfolios and ensure delivery within funding.
• Support business case development, investment approvals, and benefits realization.
• Monitor financial performance, forecast accuracy, and mitigate budget risks.
• Drive governance, portfolio visibility, and reporting through Azure DevOps and Clarity PPM.
• Manage backlogs, milestones, dependencies, resource plans, KPIs, and dashboards.
• Maintain data quality to support governance and investment decisions.
• Champion PMO best practices and reporting automation.
• Drive adoption of AI-enabled PMO practices and analytics tools.
• Lead initiatives to automate PMO activities and governance processes.
• Promote innovation and modern delivery practices across portfolios.
• Enhance transparency, productivity, and efficiency through AI-powered insights.
• Manage vendors, suppliers, and strategic delivery partners.
• Lead cross-functional and distributed teams.
• Mentor project managers and foster high-performance culture.
• Drive accountability and continuous improvement.
