CHARTWORTH ENTERPRISE SINGAPORE PTE. LTD. is seeking a Safety Officer to review and enhance the Safety Management System, and to establish safe work procedures and risk assessments for contractors and suppliers.

You will conduct safety training and ensure rigorous risk assessments across all activities on site. The role requires MOM WSH Officer certification, NEA ECO registration, and a QEHS internal auditing certificate, with a focus on regulatory compliance and safety excellence.

Qualifikationen

• Minimum 3 years of relevant working experience.
• MOM registered WSH Officer and Fire Safety Manager.
• NEA registered Environmental Control Officer (ECO).
• Certificate in QEHS Internal Auditing (ISO9001, ISO 14001 and OHSAS 18001).
• Familiar with regulatory requirements related to workplace safety and health.
• Possess high level of initiative, strong interpersonal and communication skills.

Aufgaben

• Review and revise the Safety Management System for continual improvement.
• Establish and upkeep Safe Work Procedures and Risk Assessments for contractors and suppliers.
• Conduct safety training related to activities based on SWP/RA.
• Ensure risk assessments for all activities are conducted and propose recommendations.
• Conduct monthly WSH Committee Meetings and prepare safety reports.
• Enforce house rules and take action for non-compliance.
• Collaborate with project team to mitigate safety hazards.
• Develop and improve Workplace Safety and Health procedures and policies.
• Ensure compliance to statutory safety and environmental regulations.
• Monitor and improve BizSafe, safety manual and client procedures.
• Investigate WSH infringements and incidents; recommend remedial actions.
• Coordinate internal audits to ensure ISO/OHSAS compliance.
• Lead emergency response and site safety personnel on projects.
• Supervise security operations and train Site Emergency Response Team.
• Audit equipment and assets for proper safety protections.
• Assess risks when purchasing equipment; implement safety improvements.
• Promote safety campaigns and culture.
• Liaise with MOM, NEA, PUB and authorities on WSH issues.

Roles & Responsibilities

Job responsibilities:

• Review and revise the Safety Management System for continual improvement.
• Review, establish and upkeep the Safe Work Procedure and Risk Assessment for the main contractor, sub-contractors and suppliers based on 5x5 risk matrix.
• Conduct safety training related to the activity based on Safe Work Procedure / Risk Assessment.
• Ensure risk assessments for all work activities are conducted and propose recommendation and also, review them when necessary.
• Conduct monthly WSH Committee Meeting and put up safety reports including safety indices.
• Enforce house rules on all stake holders and take action when necessary for non-compliance.
• Work closely with the project team to eliminate security, safety, health and environment hazards.
• Establish, review, update and improve Workplace Safety And Health (WSH) procedures, measures and policies in accordance to statutory requirements.
• Ensure legal compliance to all statutory safety and environmental regulations and timely submission of mandatory documents.
• Monitor, update and improve company's BizSafe, safety management system, safety manual, client's safety procedure etc.
• Conduct investigations of WSH infringements and industrial accidents and recommend remedial actions. to prevent recurrence.
• Monitor and evaluate effectiveness of all corrective actions taken
• Responsible for all incidents reporting and investigation and ensure comply with legal requirement
• Facilitate and conduct internal auditing, to ensure compliance with ISO 9001, ISO 14001, and OHSAS 18001 standards, GGB, ConSASS and Bizsafe.
• Lead and manage emergency situation, project safety personnel and manage site WSH matters for both, the Company and sub-contractors.
• Supervise and provide guidance to the security operations.
• Guide and train the Site Emergency Response Team (SERT) and also, organize drills.
• Audit equipment, machineries and assets regularly to ensure that they are in good working condition and equipped with safety protection.
• Assess and analyze potential risks and make recommendations when new / second hand equipment and machineries are purchased for use.
• Implement safety campaigns to promote and inculcate safety culture.
• Liaise with MOM, NEA, PUB and other relevant authorities on all WSH issues.
• Any other duties that may be assigned.
