Job summary

HPC BUILDERS PTE. LTD. in Singapore seeks a Safety Manager to review and continually improve the Safety Management System.

You will establish Safe Work Procedures and Risk Assessments for main contractor, subcontractor and suppliers, conduct training, and lead WSH committees. The role requires Mandarin proficiency to interact with site workers and a minimum of 3 years of relevant experience. You will ensure regulatory compliance, coordinate with project teams, and drive safety initiatives,

Responsibilities

• Review and revise the Safety Management System for continual improvement.
• Establish and upkeep Safe Work Procedures and Risk Assessments for main contractor, subcontractor and suppliers.
• Conduct safety training based on Safe Work Procedures / Risk Assessments and ensure risk assessments for all activities are completed.
• Conduct monthly WSH Committee Meetings and prepare safety reports including safety indices.
• Conduct monthly Mass Toolbox Meetings and participate in Daily Toolbox meetings.
• Enforce house rules for all stakeholders and take action for non-compliance.
• Work with project team to eliminate safety, health and environmental hazards.
• Ensure legal compliance to statutory safety and environmental regulations and timely submission of mandatory documents.
• Monitor and improve BizSafe and safety management system, safety manual, and client procedures.
• Investigate WSH infringements and industrial accidents and recommend remedial actions.
• Facilitate internal auditing to ensure ISO 9001, ISO 14001 and OHSAS 18001 compliance.
• Lead and manage emergency situations and project safety personnel.
• Lead and manage site WSH matters for company and subcontractors; supervise security operations.
• Guide and train the Site Emergency Response Team (SERT) and organise drills.
• Conduct safety-related training for staff and sub-contractors including foreign workers.
• Oversee management of fire alarm, emergency equipment, and security systems.
• Audit equipment and machinery and implement safety campaigns to promote safety culture.
• Liaise with MOM, NEA, PUB and other authorities on WSH issues.

Key Responsibilities:

• Conduct monthly WSH Committee Meeting and put up safety reports including safety indices
• Conduct monthly Mass Toolbox Meeting and also, participate in the Daily Toolbox meeting
