Job summary

Landmark E&C PTE. LTD. is seeking a diligent Resident Technical Officer (RTO) to oversee structural and civil works on residential developments.

You will be the on-site eyes and ears, ensuring contractors follow approved drawings, comply with regulations, and meet stringent quality standards while reporting to the Qualified Person and the consultant team. Qualifications

• Diploma in Civil / Structural Engineering or equivalent.
• Certified Resident Technical Officer (RTO) accredited by IES / ACES.
• Minimum 2 years of site supervision experience in residential building projects (fresh graduates welcome).
• Knowledge of local building regulations, codes of practice, and BCA standards.
• Strong communication and interpersonal skills for liaising with contractors, consultants, and stakeholders.

Responsibilities

• Oversee day-to-day structural site activities to ensure adherence to approved method statements and safety regulations.
• Review architectural and structural drawings to identify discrepancies and propose practical solutions to consultants.
• Ensure works are performed in accordance with consultant specifications and approved designs.
• Conduct site and material quality inspections; identify NCRs and ensure timely rectification by the builder.
• Witness and endorse site inspections, field tests, and equipment/material testing by contractors.
• Audit contractor progress claims and verify actual work done and materials on site.
• Maintain meticulous site records and submit regular progress and quality reports to the Project QP and consultant team.

Job description

We are looking for a diligent and proactive Resident Technical Officer (RTO) to oversee structural and civil works for residential building projects. You will act as the key eyes and ears on-site, ensuring contractor compliance with approved drawings, statutory regulations, and stringent quality standards while reporting directly to the Qualified Person (QP) and consultant team.

Key Responsibilities

• Site Supervision & Quality Assurance: Oversee day-to-day structural site activities to ensure strict adherence to approved method statements, work procedures, and statutory safety and building regulations.

• Technical Review & Issue Resolution: Review architectural and structural drawings to identify discrepancies early; recommend practical engineering solutions to consultants to avoid site delays.

• Compliance & Consultant Directives: Ensure the main builder executes all works strictly in accordance with the consultant’s specifications, instructions, and approved designs.

• Inspections & Material QC: Conduct thorough site and material quality inspections; identify non-conformances (NCRs) and ensure prompt rectification by the builder.

• Testing & Commissioning: Witness and endorse all formal site inspections, field tests, and equipment/material testing carried out by contractors.

• Progress Verification: Audit and verify contractor claims for progress payments, validating actual work done and materials or equipment delivered and stored on site.

• Site Documentation & Reporting: Maintain meticulous and up-to-date site records, including daily inspection logs, safety records, and marked-up/as-built drawings; submit regular progress and quality reports to the Project QP and consultant team.

Requirements

• Qualifications: Minimum Diploma in Civil / Structural Engineering or equivalent.

• Accreditation: Must be a certified Resident Technical Officer (RTO) accredited by IES / ACES.

• Experience: Minimum 2 years of relevant site supervision experience in residential building projects preferred. (fresh candidates are fully welcome)

• Technical Knowledge: Conversant with local building control regulations, statutory codes of practice, and BCA standards.

• Soft Skills: Strong communication and interpersonal skills, with the ability to liaise firmly yet collaboratively with contractors, consultants, and project stakeholders.
