Job summary

WORLEY PTE. LIMITED seeks a Resident Technical Officer (RTO) to oversee field construction activities on a civil contract for LTA. The role demands ensuring safety, quality, and compliance with drawings, MS, and specs.

You will supervise contractors, maintain documentation, and coordinate with RE/QPS, reporting daily site progress. The ideal candidate has at least three years of relevant experience, a civil/structural diploma or NCCS, and on-site accreditation.

Qualifications

• Three years of relevant experience on civil construction projects.
• Experience with monitoring data collection, analysis and presentation.
• Accreditation as QSS by JAC of IES/ACES is preferred.

Responsibilities

• Ensure compliance with health and safety policies on site.
• Ensure contractor and subcontractor PPE compliance and checklists.
• Report incidents to SRE/RE including near-misses.
• Supervise construction activities per plans, method statements and specs.
• Maintain records of field changes and monitor schedule adherence.
• Prepare daily/shift progress reports and site meetings.
• Attend toolbox meetings, PGIs, and site workshops as requested.

Job description

Job Responsibilities:

• Ensure compliance to all health and safety policies


• Ensure that Contractor and their subcontractors comply with LTA's PPE requirements and safety checklists are followed


• Report to SRE/RE of any incident including near-misses


• Supervise all construction activities and ensure compliance to all plans/drawings, method of statements / Risk Assessment and specifications


• Report any non-compliance to RE and QPS


• Reject poor quality and inform RE to raise non-conformance notice


• Assist RE to manage and maintain records of field changes


• Assist RE to monitor adherence to construction schedule


• Prepare daily/shift progress reports and any other reports, as per LTA's requirements


• Verify contractor's daily manpower and resource log


• Report to RE of daily site activities and progress


• Attend daily toolbox meetings, PGIs, site construction workshops and any other meetings as requested by RE


• To assist RE in maintaining all documents and to update the site changes


• Immediately inform LTA on issuing stop work for any non-compliance on safety and quality related matters


• Standing supervision to be carried out for critical site activities based

Requirements:

• The Resident Technical Officer (RTO) shall have minimum three (3) years of relevant experience in projects similar in nature to the Works in the LTA's Civil Contract.


• Experience in the following areas will be additional advantage:


• supervision of installation of monitoring instruments, collation of monitoring data and use of software for presentation of monitoring data for analysis and interpretation.


• Supervision of pipe roofing using micro tunnelling or underground mining.


• Concrete technology, inspection, quality control and quality assurance procedures related to the production of high quality precast concrete products.


• The RTO shall have a Diploma in the civil / structural discipline or National Certificate in Construction Supervision (NCCS) or equivalent and shall be accredited by JAC of IES/ACES as QSS.


• RTO shall be stationed full-time on site.
