Job summary

QES Management Pte Ltd is seeking an experienced RTO supervisor for on-site oversight of civil and structural works in Singapore. You will verify contractor documents, enforce MOM/WSH guidelines, supervise subcontractors, and maintain meticulous site records to support timely progress and quality.

The ideal candidate holds a relevant engineering degree, a BCSSC certificate, and strong communication and documentation skills. Shift work may be required.

Qualifications

• Minimum five years as an RTO, with at least three years in supervising major civil/structural or mechanical & electrical works.
• Degree or Diploma in Civil, Mechanical or Electrical Engineering.
• Registered as RTO with an approved body in Singapore and recognized by BCA.
• BCSSC certificate preferred.
• Conversant with statutory codes for site supervision, quality control, and progress reporting.
• Proficient with MS Project, Word, Excel, PowerPoint and AutoCAD.
• Willing to do shift work and knowledge of WSHA.
• Excellent written and verbal communication; able to maintain updated site records.

Job Description

• Verify and record keeping of documents submitted by contractors


• Assisting SO on site


• To ensure all works are complied with mom and WSH Council guidelines


• Enforcing Safety requirement and maintain good housekeeping at site


• Ensure proper PPE is worn by all staff on site at all time


• Monitor and maintain good records of all site works and events on going


• To monitor record and report daily/weekly progress against planned schedule and performance


• Ensure contractor follows scheduled works to ensure no delay


• Ensure all document is submitted on time to SO to avoid delay in progress of works at site


• Ensure timely execution of works and maintain quality of work carried out is according to Contract Specification


• Ensure all Specification is accordance to Approved plans


• Ensure all material quality as approved by client


• Report to the S.O. any discrepancies or non-conformities with the required specifications.


• To check mock-ups done on site


• To ensure that the relevant construction tests in connection with the building works are carried out where necessary


• To attend and witness the casting of concrete test cubes for laboratory testing, to label each cube by date and batch number and keep records of each casting and subsequent testing


• To attend and witness the laboratory cube testing procedure, ensuring that each cube tested is sourced correctly from the batch casted in the presence of the RTO


• Document and maintain daily reports of works done by contractor and manpower allocated for works on site


• Provide standing supervision during all critical works


• To ensure that the structural elements or critical structural works of the building are being carried out in accordance with the approved plans with terms and conditions imposed by the Commissioner of Building Control.


• To attend all meeting and proper record of meeting minutes to report and follow up with SO within 2 days to clear all site issue that requires follow up


• To attend all Toolbox Meetings conducted by Contractor


• To coordinate works with all contractors


• To assist in handing/taking over of complete works


• To ensure that proper and updated records of all works, including records of variation works, tests, inspections, work progress, material and equipment on site, labour safety, provisional quantities, day works, etc, are kept


• To undertake any other duties related to the project as and when instructed by the S.O. and/or his appointed representative


• To record all completed works accordingly to phases and monitor defects liabilities period for reporting and handing over to Client


• To be the key person representing client for all quality control issues, housekeeping and support client's WSH representative for all site safety matters.


• To submit and maintain daily site records reporting on the daily activities and the site / safety inspections carried out on the Contractor and alert clients Project Officer, Engineering & Development Group 's Safety Manager and other relevant authorities as and when safety infringements are encountered


• To ensure that all site excavation and hot works are executed with approved permits and full-time supervision


• To attend client's Engineering & Development Group's monthly Safety Work Committee (SWC) meetings and the Contractor's monthly safety meetings


• To carry out any other duties including administrative tasks as directed by Client


• To attend to any emergency breakdown when required

Requirement:

• Shall possess a minimum of five (5) years of relevant experience as an RTO with at least three (3) years shall be in the supervision of major Civil & Structural / Mechanical & Electrical construction works.


• A recognised Degree or Diploma from university/polytechnic in the relevant discipline such as Civil or Mechanical or Electrical Engineering from a recognised tertiary institution or relevant qualifications


• Registered as RTO with approved body in Singapore, and recognised by the Building Control Authority (BCA)


• Accreditation with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore are preferred


• Possess the Building Construction Supervisors Safety Course (BCSSC) certificate


• Conversant with statutory code and requirements for site supervision, quality control procedures, construction administration and submission of progress report


• Good analytical ability with strong verbal and written communication skills. Competent in keeping and maintaining proper and updated site records on progress of work


• Must be willing to do shift work


• Trained and possessed knowledge of Workplace Safety and Health Act (WSHA)


• Competence in Microsoft Project, Words, Excel and PowerPoint and/or AutoCAD
