Job summary

MANPOWER STAFFING SERVICES (SINGAPORE) PTE LTD is seeking an experienced Technology Program Manager to lead strategic tech programs across Singapore and regional markets. You will define delivery plans, secure stakeholder alignment, and drive execution to meet timelines.

The role involves governance with executive reporting, collaboration with senior management, and preparation of dashboards and KPI-driven updates for decision-making.

Qualifications

• Bachelor's degree in IT, CS, engineering, business, PM, or related field.
• Minimum 6 years in Technology Program Management, Project Management, PMO, Technology Transformation, or Change Management in a large enterprise.
• Proven track record delivering complex, cross-functional technology programs with multiple stakeholders.
• Experience in program governance, executive reporting, steering committee management, and stakeholder engagement.
• Experience working with senior management, technology leaders, auditors, and business stakeholders.
• Ability to translate technical concepts into concise executive communications and presentations.
• Experience managing program risks, dependencies, resource planning, and delivery challenges.
• Excellent stakeholder management and influencing skills across all levels of the organization.
• Proficiency in Microsoft Office applications, especially PowerPoint, Excel, Word, and project management tools.

Responsibilities

• Manage the delivery of strategic technology programs and initiatives across Singapore and regional markets.
• Define program delivery plans, roadmaps, and drive execution to meet objectives and timelines.
• Obtain stakeholder alignment and management approval for scope, milestones, resources, and deliverables.
• Collaborate with technology, business, operations, risk, compliance, and audit teams for successful delivery.
• Develop and maintain project documentation, including plans, governance materials, risk assessments, decision logs, status reports, and implementation plans.
• Ensure implementation challenges are proactively identified, escalated, and resolved in a timely manner.
• Monitor program performance and ensure deliverables meet quality standards and achieve business outcomes.
• Prepare executive-level reports, dashboards, and program updates for strategic decision-making.
• Serve as Secretariat for Technology Executive Committee and Programme Steering Committee meetings.
• Develop meeting agendas, coordinate meeting schedules, prepare discussion materials, document meeting minutes, and track follow-up actions.
• Manage governance processes and ensure accurate maintenance of committee records and documentation.
• Support technology performance management activities, including the development, maintenance, and reporting of Technology scorecards and KPIs.
