Job summary

Qualifications

• Education: Diploma or Bachelor's in Quantity Surveying, Construction Management, Civil Engineering, or related field.
• Senior/Managerial: minimum 5 years of proven construction QS experience with facade exposure.
• Junior roles: candidates with limited or fresh experience are welcome; training provided.
• Technical Skills: read/interpret structural, architectural and facade drawings; QS measurement software like Cubicost or AutoCAD advantageous.
• Commercial Acumen: familiarity with Singapore contract forms and tendering procedures.
• Soft Skills: autonomous work, multitasking, and meeting tight deadlines with strong communication and negotiation abilities.

Responsibilities

• Oversee or assist with project budget estimation, cost planning, cash flow forecasting, and final account settlements.
• Conduct detailed material take-offs and measurements from project blueprints.
• Read, interpret, and analyze architectural, structural, shop drawings and facade specifications.
• Identify discrepancies between drawings and contracts to mitigate financial risks.
• Participate in or lead tendering from inception to award.
• Prepare Bills of Quantities based on drawings and requirements; evaluate sub-contractor quotations.
• Draft award recommendations after cost comparisons.
• Review, negotiate, and manage main contracts and subcontracts for compliance with standards.
• Identify, evaluate, and negotiate variation orders, claims, and disputes with clients and suppliers.
• Senior/Managerial: mentor and manage a team of junior QS.
• Collaborate with Project Managers and external consultants to keep projects commercially viable.

Job description

Key Responsibilities

• Oversee or assist with project budget estimation, cost planning, cash flow forecasting, and final account settlements.

• Conduct detailed, accurate material take-offs and measurements from project blueprints.

Blueprint & Plan Analysis (Mandatory for All Levels)

• Technical Blueprint Literacy:Read, interpret, and accurately analyze architectural drawings, structural blueprints, shop drawings, and facade specifications. This is a mandatory core requirement for all applicants, including junior positions.

• Identify discrepancies or gaps between technical drawings and contract terms to mitigate financial risks.

Tendering & Procurement

• Participate in or lead the comprehensive tendering process from inception to award.

• Prepare detailed Bills of Quantities (BQ) based on drawing interpretations and project requirements.

• Evaluate sub-contractor quotations, perform cost comparisons, and draft clear award recommendations.

Contract Management & Administration

• Review, negotiate, and manage main contracts and subcontracts to ensure strict compliance with company standards.

• Identify, evaluate, and negotiate variation orders, claims, and disputes with clients, sub-contractors, and suppliers.

• For Senior/Managerial tracks: Guide, mentor, and manage a team of junior Quantity Surveyors (QS).

Stakeholder Collaboration

• Work closely with Project Managers, Engineering Directors, and external consultants to ensure projects remain commercially viable and aligned with financial targets.

Job Requirements & Education

• Education:Diploma or Bachelor’s Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.

• Experience Requirements:

  • Senior / Managerial Roles:Minimum 5 years of proven construction QS experience, with a strict requirement for hands-on experience in facade construction or facade contracting works.

  • Junior Roles:Candidates with limited or fresh experience are highly welcome to apply; comprehensive training and guidance will be provided.

• Technical Skills:Must possess an immediate ability to read and interpret structural, architectural, and facade shop drawings. Proficiency in QS measurement software (e.g., Cubicost, AutoCAD, or similar tools) is highly advantageous.

• Commercial Acumen:Familiarity with Singapore public/private construction standard forms of contract and tendering procedures.

• Soft Skills:Capable of autonomous work, multitasking, and meeting tight deadlines under pressure. Exceptional communication and negotiation capabilities.
