Job summary

DY M&E Pte Ltd is seeking a skilled Quantity Surveyor / Purchaser to join our team on a full-time basis in Paya Ubi, East Region. This role blends quantity surveying with procurement, focusing on managing costs, vendor relationships, and timely project delivery.

The candidate will prepare BOQs, support tenders, negotiate with suppliers, and maintain comprehensive procurement records. A Diploma/degree in QS or Construction Management and 3–5 years of post-qual experience are preferred.

Qualifications

• Diploma or degree in Quantity Surveying, Construction Management, or related discipline
• Minimum 3–5 years of post-qualification experience in quantity surveying and procurement within construction or M&E
• Proficiency in BOQ preparation, cost estimation, and cost control methodologies

Responsibilities

• Prepare accurate BOQ and cost estimates for construction and M&E projects
• Monitor and control project costs through all phases, from tender to completion
• Conduct cost and value engineering analyses to optimise expenditure
• Manage procurement processes, including quotations, vendor evaluation, and purchase orders
• Negotiate and liaise with suppliers and subcontractors for competitive pricing and favourable terms
• Maintain records of procurement activities, invoices, and payment schedules
• Track and report variations, claims, and contract administration matters
• Prepare interim valuations and final accounts for project billing
• Collaborate with project management, site teams, and finance for smooth delivery
• Support tender submissions with accurate cost information and pricing schedules

About the role

DY M&E Pte Ltd is seeking a skilled and detail-oriented Quantity Surveyor / Purchaser to join our team on a full-time basis. Based in Paya Ubi, East Region, this is a pivotal position that combines quantity surveying expertise with procurement responsibilities. You will play a crucial role in managing project costs, procurement activities, and vendor relationships, ensuring projects are delivered on time and within budget. This role is essential to our operational success and offers the opportunity to work on diverse construction and mechanical & electrical projects.

Key responsibilities

• Prepare accurate bills of quantities (BOQ) and cost estimates for construction and M&E projects
• Monitor and control project costs throughout all project phases, from tender to completion
• Conduct cost and value engineering analyses to optimise project expenditure
• Manage procurement processes, including quotation requests, vendor evaluation, and purchase order issuance
• Negotiate and liaise with suppliers and subcontractors to secure competitive pricing and favourable terms
• Maintain comprehensive records of all procurement activities, invoices, and payment schedules
• Track and report on variations, claims, and contract administration matters
• Prepare interim valuations and final accounts for project billing and reconciliation
• Work collaboratively with project management, site teams, and finance departments to ensure smooth project delivery
• Support tender submissions with accurate cost information and pricing schedules

What we're looking for

• Diploma or degree in Quantity Surveying, Construction Management, or related discipline
• Minimum 3-5 years of post-qualification experience in quantity surveying and procurement within the construction or M&E industry
• Proficiency in BOQ preparation, cost estimation, and cost control methodologies
• Strong knowledge of construction contracts, variations, and claims management
• Experience in vendor management and procurement processes in a construction environment
• Proficiency with quantity surveying software and Microsoft Office applications (particularly Excel)
• Excellent numerical and analytical skills with meticulous attention to detail
• Strong communication and negotiation abilities with stakeholders at all levels
• Ability to manage multiple projects simultaneously and work to tight deadlines
• Professional membership with RIQS, RICS, or equivalent body is highly desirable
