Job summary

GOOD JOB CREATIONS (SINGAPORE) PTE. LTD. is seeking an experienced Quantity Surveyor (M&E) to lead the QS team on multiple projects, focusing on cost control and value optimization.

You will oversee BQ, estimates, tenders, procurement, and contract administration, while mentoring the team and coordinating with Design, BIM, and Engineering stakeholders to deliver buildable, cost-effective solutions. Qualifications

• 10+ years of M&E Quantity Surveying experience, incl. 3+ years in a managerial role.
• Strong in BQ preparation, tendering, cost planning, and contract administration.
• Familiar with M&E design, D&B project delivery, and coordination with engineering teams.
• Experience in value engineering, cost optimization, procurement, and negotiations.
• Excellent leadership, stakeholder management, and communication skills.

Responsibilities

• Lead and manage the Quantity Surveying team across multiple M&E projects.
• Oversee bills of quantities, cost estimates, tenders, procurement strategies, subcontractor evaluations, and negotiations.
• Provide commercial input throughout design development, reviews, value engineering, and cost optimization.
• Manage contract administration including progress claims, variations, budget monitoring, and final accounts.
• Collaborate with Design, Engineering, BIM, Project teams to deliver cost-effective, buildable solutions; mentor QS team.

Job description

Responsibilities

• Lead and manage the Quantity Surveying team across multiple M&E projects, ensuring effective delivery of commercial activities.
• Oversee Bills of Quantities (BQ), cost estimates, tender submissions, procurement strategies, subcontractor evaluations, and commercial negotiations.
• Provide commercial and cost management input throughout the M&E design development process, including design reviews, value engineering, and cost optimization.
• Manage contract administration, including progress claims, variation orders, budget and cost monitoring, forecasting, cash flow, and final accounts.
• Collaborate with Design, Engineering, BIM, Project, and other stakeholders to ensure cost-effective and buildable solutions, while mentoring and developing the QS team.

Requirements

• Minimum 10 years of relevant M&E Quantity Surveying experience, including at least 3 years in a managerial or supervisory capacity.
• Strong experience in BQ preparation, tendering, cost planning, contract administration, variation management, and final accounts.
• Good understanding of M&E design, Design & Build (D&B) project delivery, and engineering coordination, with the ability to review design drawings and provide commercial advice.
• Proven experience in value engineering, cost optimization, procurement, and commercial negotiations.
• Strong leadership, stakeholder management, analytical, and communication skills, with familiarity in Singapore standard forms of contract such as PSSCOC, SIA, or FIDIC being an advantage.
• Experience with BIM-based quantity take-off and cost management software will be an advantage.
